دنیا کے کسی بھی حصے میں دہشت گردی کا واقع ہو تو اس کے اثرات جنوبی ایشاء ممالک پر براہ راست مرتب ہوتے ہیں اور کڑیاں افغانستان جا نکلتی ہیں جس کے پیچھے ہوتی تو بین الاقوامی سازشیں لیکن مرکزی مقام بھارت اور سہولت کاری ۔افغانستان ہی ٹھہراتا ہے اسی لئے افغانستان کو جنگجووں کی سر زمین کہا جاتا ہے لیکن۔ جدید ٹیکنالوجی کے اس دور میں افغانستان کو سہولت کاروں کا گڑھ سمجھا جاتا ہے ، نائن۔الیون۔کےواقعات کے بعد ایسی دہشت گردی کی وجہ سے پاکستان سمیت دنیا کے کئی ممالک۔کو بھاری نقصان اٹھانا پڑا ،،اور تمام واقعات کی کڑیاں بھی افغانستان ۔ کی سر زمین سے ہی جا ملتی ہیں ،لیکن پھر بھی پاکستان نے بھاری نقصان کے باوجود نہ صرف پاکستان اور افغانستان کو اس جنگل سے آپریشن ضرب عضب اور آپریشن ردالفساد کی صورت میں ہونے والے دیگر آپریشنز کے زریعے قیام۔امن۔کے لئے بیش بھا قربانیاں دیں ۔اور سن دو ہزار ایک سے دو ہزار پندرہ تک شدید ترین دہشت گردی سے پاک فوج نبرد آزما دہی ،بالاآخر آپریشن ضرب عضب کے بعد کافی حد تک امن نظر آنے لگا جس کی دنیا بھر میں تصدیق بھی کی گئی اور پاکستان کی کوششوں کو سراہا گیا ،

سن دو ہزار بائیس کے آغاز سے اختتام تک کئی بڑے دہشت

گردی کے واقعات میانوالی آئیر بیس ،اور حالیہ ڈی آئی خان،ٹانک  کا واقع کوئی معمولی واقع نہیں ،بلکہ مزکورہ بالا واقعات سے بخوبی اندازہ لگایا جا سکتا ہے کہ افغان عبوری حکومت کے دو سالہ اقتدار کے دوران پاکستان میں دہشت گردی کے واقعات میں خطرناک حد تک اضافی ہوا ہے ایک رپورٹ کے مطابق ,پاکستان میں دہشت گردی کا انڈیکس 2021 میں 7.83 پوائنٹس سے بڑھ کر 2022 میں 8.16 پوائنٹس تک پہنچ گیا۔ 2002 سے 2022 تک پاکستان میں دہشت گردی کا انڈیکس اوسطاً 8.01 پوائنٹس رہا، جو 2011 میں 9.21 پوائنٹس کی بلند ترین سطح پر پہنچ گی تھاا اور 2021 پوائنٹس کی کم ترین سطح پر پہنچ گیا،پاکستان میں دہشت گردی کے واقعات کی  تمام کڑیاں بھی افغانستان میں کالعدم۔تنظیموں سے ملتی ہیں جنہوں نے پاکستان میں ہونے والے واقعات کی زمہ داریاں  بھی قبول کی ہیں ،پاکستان نے گزشتہ دو سالوں میں افغان حکام۔سے کالعدم۔تنظیم ٹی ٹی پی کے  رہنماؤں کی حوالگی کا مطالبہ بھی کیا گیا  اور افغان حکام کو افغان سرزمین سے دراندازی و دہشتگردی روکنے کی تنبیہ بھی کی گئی لیکن افغان حکام ٹس سے مس نہ ہوئی اور پھر نقصان پاکستان کو ہی اٹھانا پڑا،لیکن۔افغان حکومت نے ہمیشہ بھارت کی طرح ہٹ دھرمی کا مظاہرہ کیا ،حالیہ دنوں پاکستان میں غیر قانونی سکونت اختیار کرنے والے لاکھوں افغانیوں کو بے دخل کرنے کا سلسلہ جاری ہے یہ بھی مزکورہ بالا واقعات کی ایک کڑی ہے ،ایک۔رہورٹ کے مطابق پاکستان میں اب بھی ایک بڑی تعداد میں افغان غیر قانونی طور پر مقیم ہیں جو مزکورہ بالا کاروائیوں میں ملوث رہے ہیں ۔حالیہ  دنوں پاکستانی سپہہ سالار  جنرل عاصم۔منیر کا امریکی دورہ اور پینٹاگان ملاقاتوں کا تسلسل بھی مزکورہ بالا واقعات اور قیام امن کے حوالے سے تھا جس میں افغان عبوری حکومت اور کالعدم تنظیموں کی پاکستان میں کاروائیوں سے متعلق اہم نوعیت کا تھا ،اگر دہشتگردی کے واقعات کا چارٹ دیکھا جائے تو ایک بات تو انتہائی حیران کن ہے کہ گزشتہ چند سالوں سے اختتامی سال اور آغاز سال نو کے مہینوں  میں ہی دہشت گردی کے واقعات رونماء کیوں ہوتے ہیں ؟جبکہ پاکستانی سفارتی سطح پر سی پیک کے حوالے سے  چین پاکستان جشن ہو تب بھی دشمن کچھ نہ کچھ کاروائی کرنے کی مذموم سازش کرتا ہے ،حالیہ آرمی چیف جنرل عاصم منیر کے دورہ  امریکہ کے موقع پر ڈی آئی خان اور ٹانک  دہشت گردی واقع بھی ایک سوالیہ نشان ہے ؟کیا افغانستان کی عبوری حکومت میں جدید ٹیکنالوجی سے آراستہ طالبان سن دو ہزار بیس سے پہلے والی۔ملا عمر اور اسامہ کے بدلے کے چکر میں تو نہیں ۔کیونکہ اس مرتبہ ٹیکنالوجی سے آراستہ  طالبان امریکہ سے زیادہ پاکستان کو آنکھیں دیکھا رہا ہے ،مزکودہ بالا حقائق کو دیکھتے ہوئے کچھ کہنا قبل از وقت ہو گا لیکن دہشتگردی کے واقعات میں افغان سر زمیں کا استعمال۔ہونا اور دہشتگردوں کی حوالگی پر پاکستان کی مدد نہ۔کرنا افغان عبوری حکومت کے لئے پھر سے پہلے جیسے مسائل پیدا کر سکتا ہے کیونکہ ابھی تک افغانستان کی عبوری حکومت کو کسی نے باضابطہ طور پر تسلیم نہیں کیا بلکہ یہ پاکستان کی ہے جس نے افغانیوں کو نہ صرف گزشتہ پانچ دہائیوں سے پناہ دی ہے بلکہ اپنے بچوں کے منہ سے نوالہ نکال۔کر کھیلایا ہے ،لیکن پاکستان کو۔کانوں کن خبر نہ ہوئی کہ غیر قانو نی مقیم افغانیوں میں سہولت کار اور مخبر بھی شامل۔تھے ،یا ہیں ،؟ سال اختتام  پر تو پاکستان میں دہشت گردی جیسے واقعات میں جہاں زیادہ اضافہ ہوا وہاں یہ بھی دیکھنا ہے  کہ سال نو کے طلوع آفتاب کے بعد نہ صرف پاکستان بلکہ دوسرے کئی اہم ممالک میں بھی انتخابی دنگل ہونے ہیں جس کے بعد ہی اندازہ ہو گا کہ پاکستان سمیت دنیا کے دوسرے اہم ترین ممالک  میں ہونے والے انتخابی دنگل کے بعد عالمی سیاسی منظر نامہ کیا رخ اختیار کرتا ہے ،اور کیا مزکورہ بالا  امن و عامہ کی غیر یقینی صورتحال میں ہونے والے پاکستانی انتخابات تک حالات و واقعات کس طرف رخ اختیار کرتے ہیں ؟ایک۔بات تو واضح ہے کہ افغانستان میں کوئی بھی حکومت ہو لیکن اولمراج صرف عالمی دہشتگرد تنظیموں اور عسکریت پسندو۔ کا ہی ہوتا ہے اور شاہد یہی وجہ ہے کہ امریکہ سمیت کسی بھی ملک نے افغان عبوری حکومت کو ابھی تک سفارتی سطح پر تسلیم نہیں کیا گیا کیونکہ ابھی تک افغان حکومت اپنے معاہدے پر مکمل عمل کرنے میں ناکام رہی ہے ہے جبکہ افغانستان میں داعش جیسی تنظیمون کر پروان چڑھنے کی آوازیں بھی ا رہی ہیں ایسی تناظر میں سعودیہ عرب  کے شہر ریاض میں بھی اسلامی ریاستوں پر مشتمل اہم ترین پلیٹ فارم  کی ایک بیٹھک ہوئی جس میں پاکستان کے سابق آرمی چیف جنرل راحیل شریف اور پاکستان کی مسلح افواج کے جوائنٹ چیف آف سٹام۔کمیٹی کے چیرمین جنرل ساحر شمشاد نے خصوصی طور پر شرکت کی  اسلامی ممالک۔کی عسکری قیادت کی اس بیٹھک کا محور ہی اسلامی ریاستوں کو درپیش چیلنجز اور انسداد دہشت گردی  تھا ،،مزکورہ بالا حقائق اور عالمی تناظر کی اس بگڑتی ہوئی صورتحال کے باعث پاکستانی عسکری قیادت کی امریکہ اور ریاض میں بیٹھک کے موقع پر پاکستان میں اوپر نیچے  دھماکے بھی  ایک  اہم۔ سوالیہ نشان ہے ؟
