جیسے طلوعِ سحر سے پہلے آسمان کے گوشے میں ہلکی سی سفیدی نمودار ہو اور انسان کو یقین دلائے کہ رات کتنی ہی طویل ہو، صبح ضرور آئے گی — کچھ ایسا ہی یقین تب پیدا ہوا جب پاکستان نے اپنی عسکری تاریخ کا ایک نیا باب رقم کیا۔ ایک ایسا باب جس میں ایک جانب فیلڈ مارشل عاصم منیر کی پیشہ ورانہ عظمت ہے، تو دوسری جانب ریاستی قیادت کا بالغ نظری پر مبنی وہ فیصلہ جو اتحادِ کمان، آئینی وضاحت اور قومی ہم آہنگی کی علامت بن کر سامنے آیا۔

پاک فضائیہ نے اپنی فنی مہارت، جدید طیاروں اور مستعد ہوابازی سے دشمن کی حرکات کو ناکام بنایا، جبکہ نیوی نے سمندری محاذ پر دشمن کی نقل و حرکت کو مکمل طور پر محدود کر دیا۔ ان افواج کی خدمات نے یہ واضح کر دیا کہ آج پاکستان کی مسلح افواج ایک مربوط اور متحدہ حکمت عملی کے تحت کام کر رہی ہیں۔ اس سب کے نتیجے میں جب چیف آف ڈیفنس فورسز کا نیا منصب قائم ہوا، تو اس کے ساتھ فضائیہ اور نیول چیف کی مدت ملازمت میں بھی توسیع کی گئی، تاکہ مسلسل قیادت، تجربہ اور منصوبہ بندی کے ذریعے دفاعی ڈھانچہ مضبوط رہے۔
یہ سب کچھ محض عسکری فیصلہ نہیں تھا۔ اس کے پیچھے وزیراعظم پاکستان، صدرِ مملکت اور پارلیمنٹ کی بالغ نظری، قومی ذمہ داری اور آئینی عمل نے بھی اپنا حصہ ڈالا۔ آئینی ترامیم کے ذریعے فیلڈ مارشل اور چیف آف ڈیفنس فورسز کے منصب کو قانونی اور آئینی تحفظ فراہم کیا گیا، اور یہ پاکستان کی تاریخ میں ایک نئے باب کی شروعات تھی۔
تاریخ کے آئینے میں دیکھیں تو ایوب خان نے فیلڈ مارشل بن کر سیاسی اقتدار سنبھالا، مشرف نے جنرل ہوتے ہوئے مارشل لا نافذ کیا، مگر آج کا دور مختلف ہے۔ عاصم منیر نے فیلڈ مارشل ہونے کے باوجود سیاست کی راہ نہیں اپنائی، اقتدار کی خواہش نہیں رکھی، بلکہ فوج کو ایک پیشہ ور، متحد اور جدید ادارہ بنانے کی جدوجہد کی۔ ان کی قیادت میں نہ صرف آرمی بلکہ فضائیہ اور نیوی کی صلاحیتیں بھی مربوط ہوئیں، اور قومی دفاع کا ایک نیا ماڈل وجود میں آیا۔

یہ سب کچھ ایک نئے پاکستان کی نشانی ہے، جہاں فوج مضبوط، سیاسی قیادت باشعور، اور آئینی ڈھانچہ مستحکم ہے۔ جہاں ہر ادارہ اپنی جگہ مضبوط اور باوقار ہے، اور ہر فیصلہ قومی مفاد، استحکام اور حفاظت کے لیے لیا جاتا ہے۔ اور یہی وجہ ہے کہ عاصم منیر کی قیادت نہ صرف تاریخ کا حصہ بنی بلکہ ایک نئے دور کی بنیاد بھی رکھی، جہاں معرکۂ حق، حکمت عملی اور قومی وحدت کے رنگ ہر فیصلے میں واضح ہیں۔
