Afghanistan’s Unresolved Terrorism Challenge: Pakistan, the U.S. and the Taliban at a Critical Crossroads

Five years after the Taliban’s return to power, questions remain over cross-border terrorism, TTP networks and the future of regional security

For nearly two decades, the international community fought a costly war against terrorism in Afghanistan. Yet, five years after the Taliban returned to Kabul, one fundamental question remains unresolved:

Has Afghanistan truly become a source of peace—or has the nature of the terrorist threat simply changed?

For Pakistan, this is not an abstract geopolitical debate. It is a daily security reality. Pakistani security forces continue to conduct operations against militant networks, while Islamabad maintains that elements of the Tehreek-e-Taliban Pakistan (TTP) operate from Afghan territory and facilitate attacks inside Pakistan.

Against this backdrop, the Fourth U.S.-Pakistan Counterterrorism Dialogue, held in Washington on August 4, 2026, assumes particular significance. The two countries discussed the evolving terrorist threat, border security and efforts to disrupt terrorist facilitation networks. Washington and Islamabad jointly identified ISIS-Khorasan, al-Qaeda, TTP, and the Balochistan Liberation Army (BLA) and its affiliates as threats to their citizens and regional stability.

The dialogue therefore cannot be viewed in isolation. It forms part of a wider security narrative that Pakistan has been highlighting for months.

January 6, 2026: Pakistan’s Warning on Afghanistan

On Tuesday, January 6, 2026, Director General Inter-Services Public Relations (DG ISPR) Lieutenant General Ahmed Sharif Chaudhry delivered a detailed briefing on Pakistan’s counterterrorism campaign and the security situation along the Afghan border.

According to the Pakistani military, 5,397 terrorist attacks were recorded in Pakistan during 2025, with significant activity concentrated in Khyber Pakhtunkhwa and Balochistan. The DG ISPR also presented Pakistan’s assessment that Afghan territory and networks were increasingly relevant to the country’s terrorist threat.

He questioned the Taliban government’s earlier assurances that Afghan soil would not be allowed to be used against another country.

The significance of the briefing was clear: Pakistan was no longer presenting cross-border militancy merely as a bilateral dispute with Kabul, but as a wider regional security challenge.

The India-Afghanistan-Terrorism Nexus: Pakistan’s Allegations

Pakistan has also repeatedly alleged that India provides financial, technical or other forms of assistance to anti-Pakistan militant networks, with Afghan territory or networks allegedly being used as part of that wider operating environment.

The Pakistani military has particularly raised allegations concerning the BLA and other militant networks active in Balochistan, claiming that external support contributes to their ability to conduct attacks.

These are serious allegations, but international-standard reporting requires an important distinction: they remain Pakistan’s allegations, while India rejects accusations of sponsoring terrorism in Pakistan. Each individual claim requires independent and verifiable evidence before it can be presented as established fact.

The same distinction applies to the Taliban and TTP.

The TTP and the Afghan Taliban are separate organizations. However, their historical, ideological and operational relationships have been the subject of international monitoring and concern. For Pakistan, the continued presence of TTP elements in Afghanistan is therefore at the heart of the security dispute with Kabul.

The Central Question: Why Has Cross-Border Terrorism Persisted?

Pakistan’s challenge is not simply the existence of terrorist attacks inside its territory.

The deeper question is:

If Pakistani security forces continue to eliminate militants and disrupt their networks, how are those networks able to regenerate across the border?

Islamabad maintains that TTP elements have found space, support networks and operational freedom in Afghanistan.

The United Nations Security Council sanctions regime continues to list TTP, while UN monitoring mechanisms have repeatedly examined the presence of TTP, al-Qaeda, ISIS-K and other terrorist organizations in Afghanistan.

This makes Afghanistan’s security situation not merely an internal Afghan matter, but a regional concern.

Five Years of Taliban Rule: Peace or a Transformation of the Conflict?

When the Taliban returned to Kabul on August 15, 2021, the development was widely seen as the end of one of Afghanistan’s longest wars.

The Taliban promised security and repeatedly maintained that Afghan territory would not be used to threaten other countries.

Almost five years later, however, the critical question is:

Has the Taliban government delivered a form of peace that extends beyond Afghanistan’s borders?

There is an important distinction.

The Taliban have succeeded in ending the large-scale war between themselves and the former Afghan government. They have also conducted significant operations against ISIS-K, an organization that regards the Taliban as an enemy.

But ending a conventional conflict is not necessarily the same as eliminating terrorism.

If terrorist organizations continue to maintain networks inside Afghanistan—and particularly if groups hostile to Pakistan are able to operate from Afghan territory—the Taliban's broader security record remains open to serious scrutiny.

ISIS-K and the Taliban: A Complicated Reality

The Taliban’s campaign against ISIS-K should not be ignored.

ISIS-K has carried out deadly attacks in Afghanistan and has targeted Taliban officials and institutions. The Taliban have responded with force, and there is evidence that their security campaign has constrained parts of the organization.

But this raises another difficult question:

If the Taliban can aggressively confront ISIS-K, why does international concern over TTP continue?

The Taliban argue that they do not permit any group to use Afghan soil against other states.

Pakistan argues that TTP remains capable of operating from Afghanistan and conducting attacks across the border.

That contradiction lies at the centre of the current Pakistan-Afghanistan security crisis.

Are the Taliban Facilitating Terrorist Groups?

This is perhaps the most sensitive question—and it requires careful language.

It would be too sweeping to declare that the Taliban government is directly responsible for every terrorist attack in Pakistan without specific evidence linking the government to each incident.

A more defensible conclusion is that:

The Taliban government faces serious allegations that it has failed to take sufficiently effective and verifiable action against terrorist organizations operating from Afghan territory, particularly TTP, thereby allowing a continuing security threat to Pakistan.

The continued UN monitoring of terrorist organizations in Afghanistan reinforces the fact that the problem has not simply disappeared.

Why This Matters Beyond Pakistan

The Afghan terrorist landscape has consequences far beyond the Pakistan-Afghanistan border.

ISIS-K has ambitions that extend beyond Afghanistan. Al-Qaeda maintains historical links to the region. TTP represents a direct threat to Pakistan, while other militant organizations create additional risks for Central and South Asia.

For the international community, the central concern is therefore straightforward:

Afghanistan must not again become an environment in which international or regional terrorist organizations can recruit, train, finance, reorganize and plan attacks.

This was one of the fundamental lessons of the post-9/11 era.

The U.S.-Pakistan Dialogue: From Concern to Cooperation

The significance of the August 4, 2026 U.S.-Pakistan Counterterrorism Dialogue becomes clearer when viewed against this background.

Washington and Islamabad jointly identified TTP, ISIS-K, al-Qaeda and BLA as terrorist threats and agreed to strengthen cooperation on border security and the disruption of terrorist facilitation networks.

This suggests that Washington continues to view terrorism emerging from the Afghanistan-Pakistan region as a security issue requiring sustained international attention.

It also provides Pakistan with an important diplomatic platform to present its concerns directly to Washington.

The challenge now is whether this dialogue can produce intelligence cooperation, border-security mechanisms and practical counterterrorism measures capable of reducing the threat.

From January 6 to August 4: A Significant Security Continuum

The sequence of events is important.

January 6, 2026: Pakistan's military publicly highlighted the growing terrorist threat linked to Afghanistan and the continued challenge posed by militant networks.

Throughout 2026: UN monitoring continued to focus on terrorist organizations operating in Afghanistan and their regional implications.

August 4, 2026: Pakistan and the United States formally discussed the terrorist threat and jointly identified TTP, ISIS-K, al-Qaeda and BLA among the organizations threatening regional security.

Taken together, these developments demonstrate that Afghanistan's terrorism problem has moved beyond a bilateral Pakistan-Afghanistan dispute and remains part of the broader international counterterrorism agenda.

The Former Afghan Government and the Taliban: Hostility Has Not Disappeared

Afghanistan's security crisis cannot be understood solely through the Taliban and terrorist organizations.

The political and ideological confrontation between the Taliban and their former opponents has not completely disappeared. Former Afghan government figures, former security personnel and anti-Taliban groups remain part of Afghanistan's complicated political landscape.

The absence of the large-scale war that preceded 2021 is undoubtedly significant. But a reduction in conventional warfare does not automatically mean the establishment of comprehensive peace.

Afghanistan continues to face unresolved questions concerning political inclusion, economic stability, human rights, women's rights and the long-term elimination of terrorist networks.

Analysis: The Real Test Is Not the Number of Attacks—It Is the Elimination of the Threat

There is a temptation to measure Afghanistan's security performance simply by looking at whether violence has declined inside the country.

That is too narrow a measure.

For Pakistan, the more important question is:

Has the threat of terrorism emanating from Afghan territory been eliminated?

Based on Pakistan's security assessments, continuing UN monitoring and the issues raised during the August 4 U.S.-Pakistan dialogue, the answer is clearly not yet.

That does not mean every terrorist attack can be attributed to the Taliban, nor does it establish every allegation concerning foreign support as fact.

But it does mean that the Taliban government's promise to prevent Afghan territory from being used against other states remains subject to a serious and continuing test.


Conclusion: Afghanistan’s Peace Test Is Still Unfinished

Five years ago, the Taliban returned to Kabul amid hopes that the end of the war would open a new chapter for Afghanistan and the region.

Today, the fundamental question is no longer simply whether the Taliban can retain political control.

It is whether they can demonstrate that Afghanistan will not become a sanctuary, logistical base or operating environment for terrorist organizations threatening Pakistan, the region or the wider international community.

Pakistan needs more than assurances from Kabul. It needs verifiable action.

The United States needs continued vigilance against the re-emergence of terrorist networks in the region.

And the United Nations must continue its monitoring and diplomatic engagement.

The Taliban's real test is therefore not whether they can claim that terrorism has declined.

Their real test is whether they can prevent every terrorist organization from using Afghan soil against another country.

Because for Pakistan, genuine peace in Afghanistan is not simply the absence of war in Kabul.

It is the day when Afghan soil can no longer be used to spill blood across its borders.

دہشت گردی کے خلاف نئی صف بندی: پاکستان، امریکا اور افغانستان کا بڑھتا ہوا سکیورٹی بحران

افغان سرزمین پر دہشت گرد گروہوں کی موجودگی، پاکستان میں مسلسل حملے اور طالبان حکومت کی پالیسی پر بڑھتے سوالات؛ واشنگٹن میں پاک۔امریکا انسدادِ دہشت گردی مکالمہ کیوں اہم ہے؟

دنیا نے دہشت گردی کے خلاف دو دہائیوں سے زائد عرصہ جنگ لڑی، مگر 2026 میں بھی ایک بنیادی سوال پوری شدت کے ساتھ موجود ہے: کیا دہشت گردی واقعی کم ہوئی ہے یا اس نے صرف اپنا جغرافیہ، طریقۂ کار اور نیٹ ورک تبدیل کیا ہے؟

پاکستان کے لیے یہ سوال محض عالمی اعداد و شمار کا موضوع نہیں بلکہ ایک روزمرہ سکیورٹی حقیقت ہے۔ ملک کی سکیورٹی فورسز مسلسل دہشت گردوں کے خلاف کارروائیاں کر رہی ہیں، لیکن دوسری جانب افغانستان سے منسلک دہشت گرد نیٹ ورکس، سرحد پار کارروائیوں اور افغانستان میں کالعدم تنظیموں کی موجودگی کا مسئلہ بدستور برقرار ہے۔

اسی پس منظر میں منگل، 4 اگست 2026 کو واشنگٹن میں چوتھا امریکا۔پاکستان انسدادِ دہشت گردی مکالمہ منعقد ہوا، جس میں دونوں ممالک نے موجودہ دہشت گردی کے خطرے، سرحدی سلامتی، دہشت گردوں کے سہولت کاری نیٹ ورکس اور علاقائی امن کے لیے تعاون بڑھانے پر اتفاق کیا۔ مشترکہ اعلامیے میں امریکا اور پاکستان نے داعش خراسان، القاعدہ، تحریک طالبان پاکستان (TTP) اور بلوچستان لبریشن آرمی (BLA) اور اس کے اتحادی گروہوں کو دونوں ممالک کے شہریوں اور علاقائی استحکام کے لیے خطرہ قرار دیا۔ (State Department)

یہ مکالمہ محض ایک سفارتی ملاقات نہیں بلکہ افغانستان سے پیدا ہونے والے اس سکیورٹی سوال کی اہمیت کا اظہار بھی ہے جو طالبان کے دوبارہ اقتدار میں آنے کے تقریباً پانچ سال بعد بھی حل نہیں ہوسکا۔


6 جنوری 2026: ڈی جی آئی ایس پی آر کی اہم بریفنگ

اس معاملے کو سمجھنے کے لیے منگل، 6 جنوری 2026 کو ڈی جی آئی ایس پی آر لیفٹیننٹ جنرل احمد شریف چوہدری کی اہم پریس بریفنگ کو نظرانداز نہیں کیا جاسکتا۔

اس بریفنگ میں انہوں نے 2025 کے دوران پاکستان میں دہشت گردی کی صورتحال، سکیورٹی فورسز کی کارروائیوں اور افغانستان سے جڑے خطرات پر تفصیل سے بات کی۔ انہوں نے دعویٰ کیا کہ 2025 میں پاکستان میں 5,397 دہشت گرد حملے ہوئے اور متعدد بڑے اور انتہائی سنگین حملوں میں افغان شہری یا افغانستان سے منسلک عناصر کے ملوث ہونے کے شواہد سامنے آئے۔ ان کے مطابق پاکستان کی انسدادِ دہشت گردی جنگ میں سرحد پار عنصر اب ایک بنیادی سکیورٹی چیلنج بن چکا ہے۔ (Dawn)

ڈی جی آئی ایس پی آر نے طالبان حکومت کے ان وعدوں پر بھی سوال اٹھائے کہ افغان سرزمین کسی دوسرے ملک کے خلاف دہشت گردی کے لیے استعمال نہیں ہونے دی جائے گی۔

یہ بریفنگ اس لیے بھی اہم تھی کہ اس میں پاکستان نے افغانستان میں موجود دہشت گرد نیٹ ورکس کو محض ایک داخلی افغان مسئلہ نہیں بلکہ پاکستان کی قومی سلامتی اور پورے خطے کے لیے خطرہ قرار دیا۔


بھارت، افغانستان اور دہشت گرد گروہوں کا مبینہ تعلق

اسی تناظر میں پاکستان کی جانب سے بھارت اور افغانستان کے درمیان بڑھتے روابط اور پاکستان مخالف دہشت گرد گروہوں کے ساتھ مبینہ تعلقات پر بھی سوالات اٹھائے گئے ہیں۔

پاکستانی حکام اور فوج کا مؤقف ہے کہ بھارت بعض پاکستان مخالف مسلح گروہوں کو مالی، تکنیکی یا دیگر معاونت فراہم کرتا ہے اور افغانستان کا جغرافیہ بعض نیٹ ورکس کے لیے اس سہولت کاری میں استعمال ہوتا ہے۔

خصوصاً BLA اور دیگر پاکستان مخالف عسکری نیٹ ورکس کے حوالے سے پاکستان نے بھارت پر بیرونی معاونت کا الزام عائد کیا ہے۔ تاہم یہ بات صحافتی دیانت کے ساتھ واضح رہنی چاہیے کہ یہ پاکستان کا مؤقف اور الزام ہے؛ بھارت ان الزامات کو مسترد کرتا ہے، جبکہ ہر مخصوص واقعے میں مبینہ بھارتی کردار کی آزادانہ تصدیق الگ معاملہ ہے۔

اسی طرح TTP اور افغان طالبان کو ایک ہی تنظیم قرار دینا درست نہیں۔ TTP ایک الگ پاکستانی کالعدم تنظیم ہے، تاہم اس کے افغان طالبان کے ساتھ تاریخی، نظریاتی اور بعض عملی روابط کے بارے میں بین الاقوامی رپورٹس میں مسلسل بحث ہوتی رہی ہے۔

یہی تعلق پاکستان کی تشویش کا مرکزی نقطہ ہے۔


اصل سوال: افغانستان سے دہشت گردی کیوں ختم نہیں ہوئی؟

پاکستان کے لیے مسئلہ صرف یہ نہیں کہ ملک کے اندر دہشت گردوں کے خلاف کارروائیاں جاری ہیں۔

اصل سوال یہ ہے:

اگر پاکستانی فورسز دہشت گردوں کے خلاف مسلسل کارروائیاں کر رہی ہیں تو سرحد کے دوسری جانب موجود نیٹ ورکس دوبارہ منظم ہونے کی صلاحیت کیسے برقرار رکھے ہوئے ہیں؟

پاکستان کا مسلسل مؤقف ہے کہ TTP کے عناصر افغانستان میں موجود محفوظ مقامات اور نیٹ ورکس سے پاکستان کے خلاف کارروائیاں کرتے ہیں۔

TTP اقوام متحدہ کی سلامتی کونسل کے متعلقہ پابندیوں کے نظام میں درج تنظیم ہے، جبکہ اقوام متحدہ کی مانیٹرنگ ٹیم افغانستان میں TTP، القاعدہ، داعش خراسان اور دیگر گروہوں کی موجودگی اور روابط کی نگرانی کرتی رہی ہے۔ (United Nations)

فروری 2026 کے اقوام متحدہ سے متعلق سکیورٹی جائزے میں بھی یہ نشاندہی سامنے آئی کہ طالبان کا یہ دعویٰ کہ افغانستان میں دہشت گرد گروہوں کا کوئی footprint نہیں، قابلِ اعتبار نہیں سمجھا گیا؛ متعدد رکن ممالک نے ISIL-K، TTP، القاعدہ اور ETIM سمیت مختلف گروہوں کی افغانستان میں موجودگی کی نشاندہی کی۔ (Security Council Report)


طالبان کے پانچ سال: امن یا صرف جنگ کے انداز میں تبدیلی؟

15 اگست 2021 کو طالبان نے کابل پر دوبارہ قبضہ کیا تو دو دہائیوں کی جنگ کا ایک بڑا باب بند ہوگیا۔

طالبان نے امن، استحکام اور افغان سرزمین کو دہشت گردی کے لیے استعمال نہ ہونے دینے کا وعدہ کیا۔

لیکن تقریباً پانچ سال بعد اصل سوال یہ ہے:

کیا طالبان نے افغانستان میں ایسا امن قائم کیا ہے جس کے اثرات اس کی سرحدوں سے باہر بھی محسوس ہوں؟

اگر امن سے مراد سابق افغان حکومت اور طالبان کے درمیان بڑے پیمانے کی جنگ کا خاتمہ ہے تو طالبان کو اس حوالے سے ایک حد تک کامیابی حاصل ہوئی ہے۔

لیکن اگر امن کا مطلب یہ ہے کہ افغان سرزمین کسی دوسرے ملک کے خلاف دہشت گردی کے لیے استعمال نہیں ہورہی، TTP جیسے گروہوں کے نیٹ ورک ختم ہوچکے ہیں اور افغانستان دہشت گرد تنظیموں کے لیے محفوظ ماحول نہیں رہا تو صورت حال کہیں زیادہ پیچیدہ ہے۔

دسمبر 2025 میں اقوام متحدہ کی سلامتی کونسل سے متعلق رپورٹنگ میں افغانستان میں 20 سے زائد دہشت گرد گروہوں کے خطرے کا ذکر سامنے آیا، جن میں داعش خراسان، TTP اور القاعدہ شامل تھے۔ (8AM Media)

یہی وہ نکتہ ہے جہاں طالبان کے امن کے دعوے پر سب سے بڑا سوال اٹھتا ہے۔


داعش کے خلاف طالبان کی کارروائی: کامیابی، مگر مکمل جواب نہیں

طالبان نے داعش خراسان کے خلاف سخت کارروائیاں کی ہیں۔ داعش خراسان خود طالبان حکومت کی مخالف اور افغانستان میں اس کے خلاف حملے کرنے والی تنظیم ہے۔

اس لیے طالبان کی داعش کے خلاف کارروائی کو نظرانداز نہیں کیا جاسکتا۔

لیکن اس کے ساتھ ایک بنیادی سوال موجود ہے:

اگر طالبان داعش خراسان کے خلاف مؤثر کارروائی کرنے کی صلاحیت رکھتے ہیں تو TTP کے معاملے میں عالمی اور پاکستانی تشویش اب تک کیوں برقرار ہے؟

طالبان کا مؤقف ہے کہ وہ کسی دہشت گرد گروہ کو افغانستان سے دوسرے ممالک کے خلاف کارروائی کی اجازت نہیں دیتے۔

پاکستان کا مؤقف اس کے برعکس ہے کہ TTP افغانستان میں موجود ہے اور وہاں سے پاکستان کے خلاف کارروائیاں کر رہی ہے۔

یہی تضاد آج پاک۔افغان تعلقات کے سب سے بڑے سکیورٹی تنازع کی بنیاد ہے۔


کیا طالبان دہشت گرد گروہوں کے سہولت کار ہیں؟

یہ سوال اب پاکستان کی سیاست اور عسکری بیانیے سے نکل کر بین الاقوامی سکیورٹی بحث کا حصہ بن چکا ہے۔

تاہم یہاں الزام اور ثابت شدہ حقیقت میں فرق رکھنا ضروری ہے۔

یہ کہنا کہ طالبان حکومت ہر دہشت گرد حملے کی براہ راست ذمہ دار ہے ایک بہت بڑا دعویٰ ہوگا جس کے لیے ہر واقعے کے بارے میں مخصوص قابلِ تصدیق شواہد ضروری ہیں۔

لیکن یہ کہنا جائز ہے کہ:

طالبان حکومت پر یہ سنگین الزام موجود ہے کہ وہ افغانستان میں موجود بعض دہشت گرد گروہوں، خصوصاً TTP، کے خلاف ایسی مؤثر اور قابلِ تصدیق کارروائی کرنے میں ناکام رہی ہے جس سے پاکستان کو درپیش سرحد پار دہشت گردی کا خطرہ ختم ہوسکے۔

اقوام متحدہ کی مسلسل مانیٹرنگ بھی یہ ظاہر کرتی ہے کہ افغانستان میں دہشت گرد تنظیموں کا مسئلہ ختم نہیں ہوا۔ (United Nations)


پاکستانی فوج کا مؤقف اور بڑھتا ہوا دباؤ

پاکستانی فوج کا کہنا ہے کہ ملک کے اندر دہشت گردوں کے خلاف بڑے پیمانے پر انٹیلی جنس بیسڈ آپریشنز جاری ہیں۔

لیکن پاکستان کے لیے مسئلہ صرف حملہ آوروں کو ختم کرنا نہیں؛ مکمل انسدادِ دہشت گردی کے لیے فنڈنگ، بھرتی، تربیت، سہولت کاری، مواصلاتی نیٹ ورک اور سرحد پار پناہ گاہوں کو بھی ختم کرنا ضروری ہے۔

اگر پاکستان کے اندر دہشت گردوں کو نشانہ بنایا جائے اور افغانستان میں ان کے نیٹ ورک دوبارہ منظم ہوتے رہیں تو دہشت گردی کے خلاف جنگ ایک مسلسل چکر بن سکتی ہے۔

یہی وجہ ہے کہ اسلام آباد اب کابل سے صرف یقین دہانی نہیں بلکہ قابلِ تصدیق عملی اقدامات چاہتا ہے۔


امریکا اور اقوام متحدہ کے تحفظات

یہ معاملہ اب صرف پاکستان کا دعویٰ نہیں رہا۔

اقوام متحدہ کے مانیٹرنگ نظام میں افغانستان سے متعلق دہشت گرد گروہوں کی موجودگی اور علاقائی روابط کی نگرانی جاری ہے۔ (United Nations)

اور 4 اگست 2026 کے واشنگٹن مکالمے میں امریکا نے پاکستان کے ساتھ مل کر TTP، داعش خراسان، القاعدہ اور BLA کو مشترکہ انسدادِ دہشت گردی تعاون کے اہم اہداف میں شامل کیا۔ دونوں ممالک نے سرحدی سلامتی اور دہشت گرد سہولت کاری کے نیٹ ورکس کے خلاف تعاون بڑھانے کا عزم بھی ظاہر کیا۔ (State Department)

یہ ایک اہم سفارتی اشارہ ہے:

افغانستان سے پیدا ہونے والا دہشت گردی کا خطرہ اب صرف پاکستان کا مسئلہ نہیں سمجھا جارہا بلکہ اسے علاقائی اور عالمی سلامتی کے تناظر میں دیکھا جارہا ہے۔


کیا افغانستان دوبارہ دہشت گردوں کی پناہ گاہ بن رہا ہے؟

یہ سب سے اہم اور حساس سوال ہے۔

طالبان نے اقتدار سنبھالتے وقت یقین دہانی کرائی تھی کہ افغانستان دوبارہ بین الاقوامی دہشت گرد تنظیموں کے لیے محفوظ پناہ گاہ نہیں بنے گا۔

لیکن اگر تقریباً پانچ سال بعد بھی اقوام متحدہ کی مانیٹرنگ میں متعدد دہشت گرد گروہوں کی موجودگی سامنے آرہی ہے، TTP پاکستان کے لیے مسلسل خطرہ ہے اور سرحد پار دہشت گردی کے الزامات برقرار ہیں تو عالمی برادری کی تشویش ختم نہیں ہوسکتی۔

دسمبر 2025 کی اقوام متحدہ سے متعلق رپورٹنگ میں بھی افغانستان میں 20 سے زائد دہشت گرد گروہوں کے خطرے کا ذکر سامنے آیا تھا۔ (8AM Media)

اس لیے سوال یہ نہیں کہ طالبان داعش کے خلاف کارروائی کر رہے ہیں یا نہیں۔

اصل سوال یہ ہے:

کیا طالبان افغانستان میں موجود تمام دہشت گرد نیٹ ورکس کو ختم کرنے کے لیے یکساں پالیسی اختیار کر رہے ہیں؟


افغانستان میں سابق حکومت اور طالبان کی دشمنی بھی ختم نہیں ہوئی

افغانستان کا مسئلہ صرف طالبان اور دہشت گرد تنظیموں تک محدود نہیں۔

سابق افغان حکومت کے سیاسی حلقوں، سابق سکیورٹی اہلکاروں اور طالبان مخالف گروہوں کے ساتھ کشیدگی بھی مکمل طور پر ختم نہیں ہوئی۔

اگرچہ سابق حکومت اور طالبان کے درمیان 2021 سے پہلے جیسی وسیع جنگ نہیں رہی، لیکن سیاسی، نظریاتی اور مسلح مزاحمت کے مختلف پہلو اب بھی موجود ہیں۔

اس لیے جنگ کا کم ہونا اور مکمل امن کا قیام ایک ہی چیز نہیں۔

افغانستان کو اب بھی جامع سیاسی شمولیت، معاشی استحکام، انسانی حقوق، خواتین اور لڑکیوں کے مستقبل اور دہشت گرد نیٹ ورکس کے خاتمے جیسے بنیادی سوالات کا سامنا ہے۔


6 جنوری سے 4 اگست تک: ایک اہم سفارتی تسلسل

یہاں اس پورے معاملے کی سب سے اہم کڑی سامنے آتی ہے۔

6 جنوری 2026 کو پاکستان نے ڈی جی آئی ایس پی آر کی بریفنگ میں افغانستان، TTP اور سرحد پار دہشت گردی کو اپنی قومی سلامتی کے بڑے خطرات میں شمار کیا۔

اس کے بعد اقوام متحدہ کی سطح پر افغانستان میں موجود دہشت گرد گروہوں کے بارے میں تشویش برقرار رہی۔

اور پھر 4 اگست 2026 کو واشنگٹن میں پاکستان اور امریکا نے باضابطہ Counterterrorism Dialogue میں TTP، داعش خراسان، القاعدہ اور BLA کو مشترکہ خطرات کے طور پر تسلیم کرتے ہوئے تعاون مزید بڑھانے کا عزم کیا۔ (State Department)

یوں 6 جنوری کی پاکستانی سکیورٹی تشویش سے 4 اگست کے پاک۔امریکا مکالمے تک ایک واضح سکیورٹی تسلسل دکھائی دیتا ہے۔

یہی اس مکالمے کی اصل اہمیت ہے۔


حتمی تجزیہ: اصل سوال کمی نہیں، خطرے کے خاتمے کا ہے

افغانستان میں کسی خاص نوعیت کے حملوں میں کمی یا طالبان کی داعش خراسان کے خلاف کارروائیوں کو نظرانداز نہیں کیا جاسکتا۔

لیکن پاکستان کے تناظر میں دہشت گردی کے مسئلے کو صرف افغانستان میں حملوں کی مجموعی تعداد سے ناپنا درست نہیں ہوگا۔

اصل پیمانہ یہ ہے کہ کیا افغان سرزمین سے پاکستان کے خلاف دہشت گردی کا خطرہ ختم ہوا یا نہیں۔

اور موجودہ شواہد، اقوام متحدہ کی مسلسل مانیٹرنگ، پاکستانی سکیورٹی اداروں کے دعووں اور واشنگٹن میں ہونے والے حالیہ پاک۔امریکا انسدادِ دہشت گردی مکالمے کو سامنے رکھا جائے تو یہ خطرہ ختم شدہ مسئلہ نہیں بلکہ ایک جاری سکیورٹی چیلنج ہے۔ (State Department)

طالبان حکومت کو اب یہ ثابت کرنا ہوگا کہ وہ افغانستان کو کسی بھی دہشت گرد گروہ کے لیے پاکستان یا کسی دوسرے ملک کے خلاف کارروائی کا مرکز نہیں بننے دے گی۔

پاکستان کو صرف بیانات نہیں، عملی اور قابلِ تصدیق اقدامات درکار ہیں۔

امریکا کو افغانستان سے پیدا ہونے والے دہشت گردی کے خطرے پر نظر رکھنا ہوگی۔

اور اقوام متحدہ کو اپنی مانیٹرنگ اور سفارتی کوششوں کو مزید مؤثر بنانا ہوگا۔

اختتامیہ

پانچ سال قبل طالبان کابل میں واپس آئے تو ایک طویل جنگ کے خاتمے کی امید پیدا ہوئی تھی۔ آج سوال یہ نہیں کہ طالبان نے کابل میں اپنا اقتدار برقرار رکھا یا نہیں۔

اصل سوال یہ ہے کہ کیا وہ افغانستان کو ایسا ملک بنانے میں کامیاب ہوئے ہیں جہاں دہشت گرد تنظیمیں نہ پنپ سکیں، نہ منظم ہوسکیں اور نہ ہی کسی پڑوسی ملک کے خلاف کارروائی کرسکیں؟

اگر طالبان واقعی خطے میں امن کا کردار ادا کرنا چاہتے ہیں تو انہیں دعویٰ نہیں، قابلِ تصدیق نتیجہ دینا ہوگا۔

کیونکہ پاکستان کے لیے افغانستان کا امن صرف کابل کی گلیوں میں خاموشی کا نام نہیں۔

پاکستان کے لیے حقیقی افغان امن وہ ہوگا جب افغانستان کی سرزمین سے پاکستان کے خلاف دہشت گردی کا راستہ ہمیشہ کے لیے بند ہوجائے۔

اور یہی وہ امتحان ہے جس پر طالبان حکومت کے پانچ سالہ دور کی اصل کامیابی یا ناکامی کا فیصلہ ہوگا۔

Makkah Defence Summit: Saudi Arabia, Pakistan and Türkiye Sign Historic Joint Defence Agreement

A historic chapter in regional security and strategic cooperation unfolded in Makkah on 7 August 2026, as the leaders of Saudi Arabia, Pakistan and Türkiye signed a landmark joint defence agreement aimed at strengthening collective security and reinforcing peace, stability and strategic cooperation across the region.

The agreement was signed during the Makkah Joint Defence Summit held at Al-Safa Palace in Makkah, following the arrival of Turkish President Recep Tayyip Erdoğan and Pakistani Prime Minister Muhammad Shehbaz Sharif in the Kingdom of Saudi Arabia at the invitation of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud.

Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud received President Erdoğan and Prime Minister Shehbaz Sharif at Al-Safa Palace, where the three leaders reviewed the longstanding historic relations between Saudi Arabia, Pakistan and Türkiye and discussed matters of mutual interest, with particular emphasis on defence, regional security and strategic cooperation.

The summit culminated in the signing of the Makkah Joint Defence Agreement by Crown Prince Mohammed bin Salman, President Recep Tayyip Erdoğan and Prime Minister Muhammad Shehbaz Sharif.

At the heart of the agreement is a clear principle of collective defence: any armed attack against any one of the three countries will be considered an attack against all three.

The provision represents a significant strengthening of the strategic security relationship among Saudi Arabia, Pakistan and Türkiye and establishes a broader framework for coordinated responses to threats against their sovereignty and security.

The agreement reflects the three countries’ historic bonds, Islamic solidarity, shared strategic interests and decades of defence cooperation. It also demonstrates their common commitment to strengthening collective security and promoting peace, stability and prosperity in the region and beyond.

A New Strategic Triangle

Saudi Arabia, Pakistan and Türkiye occupy three strategically important positions across the Muslim world and adjoining regions.

Saudi Arabia is the political and economic centre of the Gulf and home to the two holiest sites in Islam, Makkah and Madinah. Pakistan is a major South Asian military power with extensive experience in defence cooperation and strategic security. Türkiye, meanwhile, occupies a unique geopolitical position connecting Europe, Asia, the Middle East and the Black Sea region and possesses one of the region’s most advanced defence industries.

The combination of these three capabilities creates a significant strategic triangle linking the Gulf, South Asia and the wider Middle East.

The Makkah agreement therefore goes beyond traditional defence cooperation. It establishes a political and strategic understanding that the security of the three countries is closely interconnected.

A Historic Moment for Pakistan

For Pakistan, the agreement represents a major development in its longstanding defence relationship with Saudi Arabia and its deep strategic partnership with Türkiye.

Pakistan and Saudi Arabia have maintained close military and security cooperation for decades, including training, defence coordination and military-to-military relations. Türkiye and Pakistan have likewise developed strong defence ties, including cooperation in defence production, naval capabilities, aerospace and military technology.

The new trilateral framework brings these longstanding relationships together under one strategic umbrella.

For Islamabad, the agreement also reinforces Pakistan’s position as an important security partner in both the Gulf and the broader Muslim world.

Saudi Arabia’s Strategic Security Interests

For Saudi Arabia, the agreement comes at a time when the regional security environment is becoming increasingly complex.

Modern security threats extend beyond conventional warfare and include missiles, drones, cyberattacks, maritime threats, terrorism and risks to critical infrastructure and energy routes.

A collective defence framework involving Pakistan and Türkiye could provide Saudi Arabia with additional strategic depth, military cooperation and opportunities for greater coordination in areas such as air defence, maritime security, intelligence sharing, military training and defence technology.

The agreement also strengthens the broader strategic relationship between Riyadh, Islamabad and Ankara at a time when regional powers are seeking stronger partnerships to protect sovereignty and regional stability.

Türkiye’s Expanding Role

Türkiye’s participation gives the agreement an additional strategic dimension.

Under President Recep Tayyip Erdoğan, Türkiye has expanded its diplomatic, military and defence-industrial engagement across the Middle East and the wider Muslim world.

Türkiye has developed significant capabilities in unmanned aerial systems, naval platforms, electronic warfare, defence electronics and indigenous military technology.

Its geographical position and military experience also give it a distinctive role in the emerging trilateral security framework.

The integration of Turkish defence technology, Pakistani military expertise and Saudi Arabia’s strategic and economic capabilities could create new opportunities for joint defence projects, training, technology cooperation and industrial partnerships.

Collective Defence and Strategic Deterrence

The most consequential element of the Makkah agreement is its collective-defence principle.

By declaring that an armed attack against one member will be regarded as an attack against all three, the agreement sends a strong message of strategic solidarity.

The principle is designed to strengthen deterrence by making clear that an aggressor targeting one of the three countries would have to consider the potential collective response of all three.

The practical mechanisms for implementing the agreement, including consultation procedures and the nature of any collective response, will depend on its detailed institutional and legal arrangements.

Nevertheless, the political message is unmistakable: the three countries intend to stand together in defence of their sovereignty and security.

Defence Industry and Technology Cooperation

The agreement could also open a new chapter in trilateral defence-industrial cooperation.

Pakistan has significant experience in aerospace, missile technology, defence production and military manufacturing.

Türkiye has emerged as a major defence-industrial power, particularly in unmanned systems, naval technology, aerospace, electronics and advanced military platforms.

Saudi Arabia, through its Vision 2030 programme, has sought to increase domestic defence production, localise military industries and attract advanced technology and investment.

Bringing these capabilities together could create opportunities for joint research, defence manufacturing, technology transfer, military training and development of indigenous security capabilities.

The Symbolism of Makkah

The location of the summit gives the agreement extraordinary symbolic importance.

The decision to hold the meeting in Makkah, the spiritual heart of the Muslim world, adds a powerful dimension to the historic occasion.

The presence of the Saudi, Turkish and Pakistani leadership in Makkah and their decision to establish a collective defence framework reflect not only strategic interests but also longstanding bonds of Islamic solidarity and brotherhood.

The agreement therefore carries significance beyond conventional military cooperation. It represents an attempt to translate historic relations and political trust into a structured framework for collective security.

Regional and Global Implications

The Makkah agreement could have wider implications for the security architecture of the Gulf, Middle East and South Asia.

Potential areas of cooperation include joint military exercises, intelligence coordination, air and missile defence, maritime security, counterterrorism, cyber security, defence technology and strategic consultations.

For Pakistan, the framework provides an opportunity to strengthen its strategic relationships with both Saudi Arabia and Türkiye simultaneously.

For Türkiye, it creates a platform through which its expanding defence cooperation with Saudi Arabia can be linked more closely with its longstanding strategic partnership with Pakistan.

For Saudi Arabia, the participation of Pakistan’s military capabilities and Türkiye’s growing defence-industrial strength provides additional strategic partnerships at a time of rapidly changing regional security dynamics.

A New Chapter in Muslim Strategic Cooperation

The significance of the Makkah summit will ultimately depend on how the agreement develops in practice.

If the principles announced on 7 August 2026 evolve into permanent mechanisms for defence coordination, joint exercises, intelligence cooperation, defence production, technology sharing and strategic consultation, the agreement could become an important component of the regional security architecture.

For now, however, the signing itself represents a significant political and strategic milestone.

From the sacred city of Makkah, Saudi Arabia, Pakistan and Türkiye have declared that their security interests are increasingly interconnected and that aggression against one will be regarded as aggression against all.

7 August 2026 may therefore be remembered as a defining moment in the evolution of trilateral defence cooperation among three influential Muslim powers.

One attack on one — an attack on all.

مکہ مکرمہ کی مقدس سرزمین پر 7 اگست 2026 کو ہونے والا سربراہی اجلاس محض ایک سفارتی ملاقات نہیں بلکہ اسلامی دنیا کی بدلتی ہوئی تزویراتی سیاست میں ایک اہم اور تاریخی پیش رفت کے طور پر سامنے آیا ہے۔ سعودی عرب، پاکستان اور ترکیہ کی قیادت نے مکہ المکرمہ میں مشترکہ دفاع کے لیے ایک تاریخی معاہدے پر دستخط کیے ہیں، جس کا بنیادی اصول یہ ہے کہ تینوں ممالک میں سے کسی ایک کے خلاف مسلح جارحیت کو تینوں کے خلاف جارحیت تصور کیا جائے گا۔

یہ فیصلہ ایسے وقت میں سامنے آیا ہے جب مشرق وسطیٰ، خلیج، بحیرہ احمر اور وسیع تر خطے میں سلامتی کے چیلنجز تیزی سے پیچیدہ ہو رہے ہیں اور مسلم دنیا کو اپنی اجتماعی سلامتی، خودمختاری اور دفاعی صلاحیتوں کے حوالے سے نئے سوالات کا سامنا ہے۔

مکہ سے ایک نیا تزویراتی پیغام

خادم الحرمین الشریفین شاہ سلمان بن عبدالعزیز آل سعود کی دعوت پر ترکیہ کے صدر رجب طیب اردوان اور پاکستان کے وزیراعظم محمد شہباز شریف نے 24 صفر 1448ھ، بمطابق 7 اگست 2026، مملکت سعودی عرب کا دورہ کیا۔

ولی عہد اور وزیراعظم شہزادہ محمد بن سلمان بن عبدالعزیز آل سعود نے صدر رجب طیب اردوان اور وزیراعظم محمد شہباز شریف کا مکہ المکرمہ کے قصر الصفا میں استقبال کیا، جہاں تینوں ممالک کے درمیان مشترکہ دفاع کے موضوع پر اعلیٰ سطحی سربراہی اجلاس منعقد ہوا۔

اجلاس میں سعودی عرب، پاکستان اور ترکیہ کے درمیان تاریخی تعلقات، اسلامی اخوت، باہمی اعتماد، مشترکہ تزویراتی مفادات اور کئی دہائیوں پر محیط دفاعی تعاون کا جائزہ لیا گیا۔

لیکن اس ملاقات کی اصل اہمیت اس فیصلے میں پوشیدہ تھی جس نے تینوں ممالک کے دفاعی تعاون کو ایک نئے مرحلے میں داخل کر دیا۔

شہزادہ محمد بن سلمان، صدر رجب طیب اردوان اور وزیراعظم محمد شہباز شریف نے مکہ مشترکہ دفاعی معاہدے پر دستخط کیے۔

معاہدے کا مرکزی اصول واضح اور غیر معمولی اہمیت کا حامل ہے:

تینوں ممالک میں سے کسی ایک کے خلاف کوئی بھی مسلح حملہ تینوں ممالک کے خلاف حملہ تصور کیا جائے گا۔

یہ شق معاہدے کو محض روایتی دفاعی تعاون یا مشترکہ فوجی مشقوں کے معاہدے سے آگے لے جاتی ہے اور تینوں ریاستوں کے درمیان ایک مشترکہ سکیورٹی تصور کو جنم دیتی ہے۔

تین طاقتوں کا ایک مشترکہ دفاعی فریم ورک

سعودی عرب، پاکستان اور ترکیہ اپنی اپنی جغرافیائی حدود، سیاسی ترجیحات اور دفاعی صلاحیتوں کے اعتبار سے مختلف حیثیت رکھتے ہیں، لیکن تینوں کے درمیان کئی ایسے مشترکہ مفادات موجود ہیں جو اس نئے دفاعی فریم ورک کو اہم بناتے ہیں۔

سعودی عرب خلیج، بحیرہ احمر اور عرب دنیا کے قلب میں واقع ایک بڑی علاقائی طاقت ہے اور مکہ مکرمہ و مدینہ منورہ کی وجہ سے پوری مسلم دنیا میں ایک منفرد مذہبی اور سیاسی حیثیت رکھتا ہے۔

پاکستان ایک بڑی فوجی طاقت اور دنیا کی واحد مسلم جوہری طاقت ہے، جس کے سعودی عرب کے ساتھ کئی دہائیوں پر محیط دفاعی تعلقات ہیں۔

ترکیہ ایک اہم یوریشیائی اور نیٹو رکن ریاست ہے، جو بحیرہ اسود، مشرقی بحیرہ روم، مشرق وسطیٰ اور یورپ کے درمیان ایک منفرد جغرافیائی و تزویراتی مقام رکھتا ہے۔

ان تینوں ممالک کی مشترکہ صلاحیتیں ایک وسیع دفاعی مثلث تشکیل دیتی ہیں جس میں خلیجی جغرافیہ، جنوبی ایشیائی دفاعی صلاحیت اور ترک عسکری و صنعتی تجربہ ایک دوسرے سے جڑتے ہیں۔

پاکستان کے لیے تاریخی اہمیت

اسلام آباد کے لیے مکہ معاہدہ خاص طور پر اہم ہے۔

پاکستان اور سعودی عرب کے درمیان دفاعی تعاون کئی دہائیوں پر محیط ہے۔ دونوں ملکوں نے گزشتہ برس بھی Strategic Mutual Defence Agreement کے ذریعے اپنے دفاعی تعلقات کو مزید مضبوط کیا تھا، جس میں ایک ملک کے خلاف جارحیت کو دوسرے کے خلاف جارحیت تصور کرنے کا اصول شامل تھا۔

مکہ میں ہونے والا سہ فریقی معاہدہ اس دوطرفہ تعاون کو ایک وسیع تر دفاعی فریم ورک میں لے آتا ہے جس میں ترکیہ بھی شامل ہو گیا ہے۔

یہ پیش رفت پاکستان کے لیے صرف فوجی اعتبار سے اہم نہیں بلکہ سفارتی اعتبار سے بھی غیر معمولی ہے۔

پاکستان پہلے ہی خطے میں تنازعات کے پرامن حل، مذاکرات اور ثالثی کی پالیسی کو نمایاں کر رہا ہے۔ حالیہ مہینوں میں اسلام آباد نے امریکہ اور ایران کے درمیان سفارتی رابطوں میں بھی فعال کردار ادا کیا، جسے پاکستانی پارلیمانی قیادت نے عالمی امن اور علاقائی استحکام کے حوالے سے ایک اہم سفارتی کامیابی قرار دیا۔

یوں پاکستان بیک وقت امن کی سفارت کاری اور دفاعی شراکت داری دونوں محاذوں پر اپنی علاقائی اہمیت بڑھاتا دکھائی دیتا ہے۔

سعودی عرب کے لیے نئی سکیورٹی حقیقت

سعودی عرب کے نقطۂ نظر سے یہ معاہدہ ایک ایسے وقت میں سامنے آیا ہے جب خلیج اور مشرق وسطیٰ میں سلامتی کے خطرات روایتی سرحدی تنازعات سے کہیں آگے بڑھ چکے ہیں۔

میزائل، ڈرون، سائبر خطرات، سمندری راستوں کی حفاظت، توانائی کے بنیادی ڈھانچے کا تحفظ اور بحیرہ احمر و خلیج میں جہاز رانی کی سلامتی اب کسی ایک ملک کا مسئلہ نہیں رہے۔

پاکستان نے حالیہ عرصے میں سعودی عرب کے ساتھ مشترکہ دفاعی تعاون میں عملی پیش رفت بھی کی ہے۔ سعودی وزارت دفاع کے مطابق پاکستانی فوجی دستے اور فضائیہ کے طیارے مشترکہ دفاعی تعاون اور دونوں ملکوں کی مسلح افواج کے درمیان آپریشنل رابطے کو مضبوط بنانے کے لیے سعودی عرب پہنچے تھے۔ 

مکہ معاہدہ اسی بڑھتے ہوئے دفاعی تعاون کو ایک وسیع تر سہ فریقی تناظر فراہم کرتا ہے۔

ترکیہ کا کردار

ترکیہ کی شمولیت اس معاہدے کو مزید منفرد بنا دیتی ہے۔

صدر رجب طیب اردوان کے دور میں ترکیہ نے مسلم دنیا میں اپنی سفارتی اور دفاعی موجودگی کو نمایاں طور پر بڑھایا ہے۔ ترکیہ کی دفاعی صنعت، ڈرون ٹیکنالوجی، بحری صلاحیتوں اور فوجی تجربے نے اسے ایک اہم علاقائی دفاعی طاقت بنا دیا ہے۔

ترکیہ اور سعودی عرب کے درمیان بھی گزشتہ برسوں میں سیاسی، اقتصادی اور دفاعی رابطوں میں اضافہ ہوا ہے۔ ترکیہ کی وزارت خارجہ کے ریکارڈ میں دونوں ممالک کے درمیان اعلیٰ سطحی رابطوں اور دفاعی و سیاسی تعاون کو مسلسل آگے بڑھانے کی کوششیں نمایاں ہیں۔ (Cairo Embassy)

اب پاکستان کے ساتھ اس مشترکہ دفاعی فریم ورک میں ترکیہ کی شمولیت تینوں ملکوں کے درمیان دفاعی روابط کو ایک نئے تزویراتی درجے تک پہنچا سکتی ہے۔

ایک حملہ، تینوں کا دفاع

مکہ معاہدے کی سب سے اہم شق وہ ہے جو اجتماعی دفاع کے اصول کو واضح کرتی ہے۔

اگر سعودی عرب، پاکستان یا ترکیہ میں سے کسی ایک پر مسلح حملہ ہوتا ہے تو اسے تینوں ممالک کے خلاف حملہ تصور کیا جائے گا۔

یہ اصول تینوں ملکوں کے درمیان strategic deterrence یعنی مشترکہ باز deterrence کا تصور مضبوط کرتا ہے۔

اس کا بنیادی پیغام یہ ہے کہ کسی ایک ملک کو الگ تھلگ کر کے دباؤ میں لانے یا فوجی کارروائی کا نشانہ بنانے کی قیمت پہلے کے مقابلے میں زیادہ ہوگی، کیونکہ حملہ آور کو تین ریاستوں کے مشترکہ ردعمل کے امکان کو مدنظر رکھنا ہوگا۔

تاہم اس شق کا عملی اطلاق کس نوعیت کا ہوگا، فیصلہ سازی کا طریقہ کیا ہوگا، اور کسی حملے کی صورت میں تینوں ممالک کس سطح پر اور کس انداز میں ردعمل دیں گے، اس کی تفصیلات معاہدے کے مکمل عملی و قانونی طریقۂ کار سے واضح ہوں گی۔

کیا یہ نیا "مسلم نیٹو" ہے؟

مکہ اجلاس کے بعد عالمی سطح پر ایک بنیادی سوال ضرور اٹھے گا:

کیا یہ مسلم دنیا کے ایک نئے اجتماعی دفاعی نظام کی بنیاد ہے؟

اس مرحلے پر اسے براہِ راست "مسلم نیٹو" قرار دینا قبل از وقت ہوگا۔ تاہم یہ ضرور کہا جا سکتا ہے کہ معاہدہ تین اہم مسلم ریاستوں کے درمیان اجتماعی دفاع کے تصور کو پہلے سے زیادہ واضح اور مضبوط بناتا ہے۔

یہ ایک ایسا دفاعی فریم ورک ہے جس میں تین مختلف جغرافیائی خطوں کی طاقتیں ایک مشترکہ سلامتی کے اصول پر متفق ہوئی ہیں۔

اگر مستقبل میں اس معاہدے کے تحت مشترکہ فوجی مشقیں، انٹیلی جنس تعاون، فضائی و میزائل دفاع، بحری سلامتی، سائبر سکیورٹی، دفاعی پیداوار، مشترکہ تربیت اور ٹیکنالوجی شیئرنگ کے مستقل ادارہ جاتی نظام قائم ہوتے ہیں تو اس کے اثرات تینوں ممالک سے کہیں آگے جا سکتے ہیں۔

دفاعی صنعت میں نئے امکانات

اس معاہدے کا ایک اہم پہلو دفاعی صنعت بھی ہو سکتا ہے۔

پاکستان کے پاس میزائل، طیارہ سازی، دفاعی پیداوار اور ایرو اسپیس کے شعبوں میں تجربہ موجود ہے۔

ترکیہ نے ڈرونز، بغیر پائلٹ نظام، بحری ٹیکنالوجی اور دفاعی الیکٹرانکس سمیت کئی شعبوں میں اپنی مقامی دفاعی صنعت کو نمایاں طور پر ترقی دی ہے۔

سعودی عرب اپنی Vision 2030 کے تحت دفاعی صنعت میں مقامی پیداوار اور ٹیکنالوجی کی منتقلی کو بڑھانے کی کوشش کر رہا ہے۔

اگر یہ تینوں صلاحیتیں ایک مربوط صنعتی شراکت داری میں تبدیل ہوتی ہیں تو مستقبل میں مشترکہ دفاعی پیداوار، ٹیکنالوجی ٹرانسفر، تربیت اور تحقیق کے بڑے امکانات پیدا ہو سکتے ہیں۔

مکہ کی علامتی اہمیت

اس پورے واقعے کا سب سے طاقتور پہلو اس کا مقام ہے۔

یہ معاہدہ کسی عام دارالحکومت میں نہیں بلکہ مکہ مکرمہ میں ہوا ہے۔

مکہ دنیا بھر کے مسلمانوں کے لیے روحانی مرکز ہے۔ اسی سرزمین پر تین ممالک کی قیادت کا اکٹھا ہونا اور اجتماعی دفاع کے اصول پر دستخط کرنا اسے ایک غیر معمولی علامتی اہمیت دیتا ہے۔

یہ اجلاس اس پیغام کی بھی عکاسی کرتا ہے کہ تینوں ممالک اپنے تعلقات کو محض سیاسی یا اقتصادی سطح تک محدود نہیں رکھنا چاہتے بلکہ انہیں ایک وسیع تر تزویراتی شراکت داری میں تبدیل کرنے کی خواہش رکھتے ہیں۔

خطے کی سیاست پر ممکنہ اثرات

مکہ دفاعی معاہدہ خلیج، مشرق وسطیٰ، جنوبی ایشیا اور مشرقی بحیرہ روم کی سیاست پر بھی اثر انداز ہو سکتا ہے۔

اس کے ممکنہ اثرات میں خلیجی سکیورٹی، بحیرہ احمر کی حفاظت، انسداد دہشت گردی، سمندری سلامتی، فضائی دفاع، دفاعی ٹیکنالوجی اور علاقائی بحرانوں میں مشترکہ مشاورت شامل ہو سکتے ہیں۔

پاکستان کے لیے اس شراکت داری کا ایک اور پہلو یہ ہے کہ اسلام آباد سعودی عرب اور ترکیہ دونوں کے ساتھ اپنے تعلقات کو ایک ہی تزویراتی فریم ورک میں مزید مضبوط کر سکتا ہے۔

ترکیہ کے لیے پاکستان کے ساتھ دفاعی تعلقات اور سعودی عرب کے ساتھ بڑھتی ہوئی شراکت داری کو ایک دوسرے سے جوڑنے کا موقع پیدا ہوتا ہے۔

جبکہ سعودی عرب کے لیے پاکستان کی دفاعی صلاحیت اور ترکیہ کی دفاعی ٹیکنالوجی و صنعتی قوت ایک اہم اضافی تزویراتی سہارا بن سکتی ہے۔

تاریخ کے آئینے میں 7 اگست 2026

تاریخ میں بعض اجلاس اپنے فوری فیصلوں سے زیادہ اپنے مستقبل کے اثرات کی وجہ سے اہم ہوتے ہیں۔

7 اگست 2026 کا مکہ اجلاس بھی ایسا ہی ایک لمحہ بن سکتا ہے۔

یہ تین ممالک کی قیادت کے درمیان ایک ملاقات سے بڑھ کر ایک ایسا فیصلہ ہے جو مستقبل میں مسلم دنیا کی دفاعی سفارت کاری کے ایک نئے باب کی بنیاد بن سکتا ہے۔

مکہ مکرمہ میں سعودی عرب، پاکستان اور ترکیہ نے یہ اعلان کیا ہے کہ ان کی سلامتی کو الگ الگ خانوں میں نہیں دیکھا جا سکتا۔

ایک ملک کے خلاف جارحیت کو تینوں کے خلاف جارحیت قرار دینا دراصل ایک مشترکہ تزویراتی سوچ کی بنیاد ہے۔

یہ معاہدہ ابھی اپنے ابتدائی مرحلے میں ہے، لیکن اگر اس کے اصول عملی دفاعی تعاون، مشترکہ منصوبوں، انٹیلی جنس رابطوں، دفاعی صنعت اور باقاعدہ عسکری مشقوں میں تبدیل ہوتے ہیں تو آنے والے برسوں میں 7 اگست 2026 کو خطے کے دفاعی نقشے میں ایک اہم سنگِ میل کے طور پر یاد کیا جا سکتا ہے۔

مکہ سے اٹھنے والا یہ پیغام واضح ہے: سعودی عرب، پاکستان اور ترکیہ اپنی قومی خودمختاری، اجتماعی سلامتی اور علاقائی استحکام کے تحفظ کے لیے ایک دوسرے کے ساتھ کھڑے ہیں۔

اور شاید اس تاریخی اجلاس کی سب سے جامع تعبیر یہی ہے:

"ایک پر حملہ، تینوں پر حملہ — مکہ سے اجتماعی دفاع کا نیا عہد۔"

Ethiopia's Green Legacy Sets a Global Climate Benchmark: Pakistan Joins Historic Tree-Planting Drive as Africa Prepares to Host COP32

As the world confronts the escalating challenges of climate change, deforestation, biodiversity loss and environmental degradation, Ethiopia is emerging as a global example of how political commitment and public participation can drive meaningful climate action. Through its ambitious Green Legacy Initiative, the East African nation has transformed large-scale tree planting into a national movement, inspiring international recognition and strengthening its role in global climate diplomacy.

On Monday, Ethiopian Prime Minister Abiy Ahmed joined millions of citizens in a historic nationwide campaign aimed at planting 800 million tree seedlings in a single day. Launching the campaign at Medemer AI University, the Prime Minister described tree planting as an investment in future generations, emphasizing that forests are essential for food security, water conservation, biodiversity, carbon absorption and climate resilience.

The Green Legacy Initiative has become one of the world's largest environmental restoration programmes. Since its launch, Ethiopia has planted more than 48 billion seedlings, restoring degraded landscapes, expanding forest cover and promoting sustainable development. The initiative demonstrates that developing nations can play a leading role in addressing global environmental challenges through long-term planning and nationwide public participation.

Prime Minister Abiy Ahmed also highlighted Ethiopia's growing international standing in climate diplomacy, noting that the country has been selected to host the 32nd United Nations Climate Change Conference (COP32) in Addis Ababa in November 2027. The conference is expected to attract approximately 100 heads of state and government and between 80,000 and 100,000 delegates, making it one of the largest international gatherings ever held in Sub-Saharan Africa.

According to the Prime Minister, hosting COP32 will leave a lasting legacy by accelerating infrastructure development, increasing foreign investment, strengthening tourism and further enhancing Ethiopia's global profile as a leader in sustainable development.

Pakistan Stands in Solidarity with Ethiopia

Pakistan reaffirmed its commitment to international climate cooperation by joining Ethiopia's Green Legacy campaign through a symbolic tree plantation drive in Islamabad. The event was organized by the Embassy of Ethiopia in Islamabad in collaboration with the Capital Development Authority.

The ceremony brought together members of the diplomatic corps, business leaders, journalists, civil society representatives and environmental activists, reflecting Pakistan's solidarity with Ethiopia's historic environmental campaign.

Addressing the participants, Ethiopian Chargé d'Affaires Mr. Melaw Getachew explained that the Green Legacy Initiative has already resulted in the planting of over 48 billion trees, making it one of the world's most successful afforestation programmes. He stated that the Islamabad plantation drive symbolized Pakistan's friendship with Ethiopia and their shared commitment to combating climate change through collective action.

Former President of the Islamabad Chamber of Commerce and Industry and Chairman of the Clean and Green Movement Islamabad, Mr. Zafar Bakhtawari, praised Ethiopia's environmental achievements, describing the Green Legacy Initiative as closely aligned with Pakistan's own Clean and Green vision. He stressed that climate change is a global challenge requiring coordinated international efforts rather than isolated national responses.

Understanding COP: The World's Highest Climate Forum

COP (Conference of the Parties) is the annual summit of countries that are parties to the United Nations Framework Convention on Climate Change. It serves as the world's highest decision-making forum on climate change, where governments negotiate policies to reduce greenhouse gas emissions, strengthen climate adaptation, mobilize climate finance and implement the goals of the Paris Agreement.

Every year, COP brings together world leaders, ministers, scientists, financial institutions, environmental organizations and private-sector representatives to review global progress and negotiate future climate commitments.

The most recent completed summit, COP30, was hosted in Belém, Brazil, where discussions focused on protecting the Amazon rainforest, climate finance, biodiversity conservation and support for developing nations. The next summit, COP31, is scheduled to take place in Antalya, Türkiye, from 9 to 20 November 2026, while COP32 will be hosted by Addis Ababa, Ethiopia, from 8 to 19 November 2027, marking a historic milestone for both Ethiopia and the African continent.

Pakistan's Climate Commitments

Although Pakistan contributes less than one percent of global greenhouse gas emissions, it remains among the countries most vulnerable to climate change. The devastating floods of 2022 underscored the urgent need for stronger international cooperation and climate justice.

Pakistan has actively participated in successive COP conferences, advocating for climate finance, the Loss and Damage Fund, technology transfer and equitable support for developing countries. Domestically, the country has implemented initiatives including the Billion Tree Tsunami, the Ten Billion Tree Tsunami Programme, the National Climate Change Policy, the National Adaptation Plan, renewable energy expansion and ecosystem restoration programmes.

Pakistan's participation in Ethiopia's Green Legacy campaign reflects the growing importance of climate diplomacy in its foreign policy. Environmental cooperation is increasingly becoming an important pillar of Pakistan-Ethiopia bilateral relations, complementing traditional diplomatic and economic engagement.

Analysis

Ethiopia's Green Legacy Initiative has evolved far beyond a national afforestation programme. It has become an instrument of environmental diplomacy, demonstrating how sustainable development can strengthen a country's international reputation while generating long-term economic and ecological benefits.

Hosting COP32 further validates Ethiopia's commitment to global climate leadership and highlights Africa's growing influence in shaping international environmental policy.

The National Day of the Kingdom of Morocco: A Legacy of Monarchy, Independence, and National Unity

Every nation commemorates defining moments that embody its identity, sovereignty, and historical journey. For the Kingdom of Morocco, 30 July, celebrated as Throne Day, is more than a national celebration—it is a symbol of the enduring relationship between the Moroccan people and their centuries-old monarchy, a reflection of national unity, and a testament to the country's remarkable evolution from an ancient kingdom to a modern constitutional state.

Located at the crossroads of Africa, Europe, and the Arab world, Morocco has long served as a bridge between civilizations. Bordered by the Atlantic Ocean and the Mediterranean Sea and separated from Europe by the narrow Strait of Gibraltar, the Kingdom occupies one of the world's most strategic geographical positions. Throughout history, this location has made Morocco a center of trade, diplomacy, cultural exchange, and geopolitical significance.

Morocco's history stretches back more than twelve centuries. In 788 AD, Idris I founded the Idrisid Dynasty, establishing the first independent Islamic state in Morocco and laying the foundation for a distinct Moroccan identity. Over the following centuries, successive dynasties—including the Almoravids, Almohads, Marinids, Saadians, and the ruling Alaouite Dynasty—helped shape Morocco into one of the oldest continuously governed monarchies in the world.

The Alaouite Dynasty, which has ruled Morocco since the seventeenth century, remains one of the world's oldest reigning royal houses. This historical continuity has provided the Kingdom with political stability and a strong sense of national identity through periods of regional and global transformation.

The modern chapter of Moroccan history began during the colonial era. In 1912, Morocco became a French Protectorate, while Spain administered parts of the northern and southern territories. Despite foreign rule, the Moroccan people remained committed to preserving their sovereignty. Under the leadership of Sultan Mohammed V, the national independence movement gained momentum and united people from across the country.

A defining moment came in 1953, when Sultan Mohammed V was exiled by the French authorities. Rather than weakening the independence movement, his exile galvanized nationwide resistance. Public demonstrations, political mobilization, and growing international support ultimately paved the way for Morocco's liberation.

On 2 March 1956, Morocco regained its independence from France, followed by the gradual reintegration of territories previously administered by Spain. In recognition of his leadership and vision, King Mohammed V is widely regarded as the Father of Modern Morocco, having guided the nation toward independence while laying the foundations of its modern institutions.

Today, Morocco observes several important national commemorations. Independence Day, celebrated on 18 November, honors the return of Mohammed V from exile and the triumph of the independence movement. However, the country's principal national celebration is Throne Day, observed annually on 30 July, marking the accession of His Majesty King Mohammed VI to the throne in 1999.

Throne Day is celebrated throughout Morocco and by Moroccan diplomatic missions worldwide. The occasion features official ceremonies, military honors, cultural performances, national awards, and the King's annual address to the nation. More than a constitutional observance, it symbolizes continuity, stability, and the enduring partnership between the monarchy and the Moroccan people.

Morocco is today a constitutional monarchy with a democratically elected parliament and government. While executive authority is shared through constitutional institutions, King Mohammed VI, as Head of State, continues to play a central role in national development, foreign policy, defense, and strategic reforms. Under his leadership, Morocco has pursued ambitious modernization programs, investing in infrastructure, renewable energy, industrial manufacturing, high-speed rail, digital transformation, and Africa-Europe connectivity.

The Kingdom has emerged as one of Africa's most diversified economies. Its globally competitive automotive and aerospace industries, world-leading phosphate reserves, thriving tourism sector, and the strategic Tanger Med Port have positioned Morocco as a major gateway for trade between Africa, Europe, and the Middle East. The country has also become a regional leader in renewable energy through landmark projects such as the Noor Solar Complex.

Morocco's rich cultural heritage reflects the harmonious blending of Arab, Amazigh (Berber), African, Andalusian, Mediterranean, and Islamic civilizations. Its ancient medinas, imperial cities, architectural masterpieces, traditional crafts, music, cuisine, and vibrant festivals have earned worldwide recognition and continue to attract millions of visitors each year.

On the international stage, Morocco is an active member of the United Nations, the African Union, the Organization of Islamic Cooperation (OIC), the Arab League, and numerous other multilateral organizations. Through balanced diplomacy, South-South cooperation, and regional partnerships, the Kingdom has strengthened its role as a constructive voice for peace, economic development, and intercultural dialogue.

Relations between Pakistan and Morocco have remained warm and cordial since the establishment of diplomatic ties in 1956. The two brotherly Muslim nations enjoy close cooperation in diplomacy, trade, defense, education, parliamentary exchanges, and multilateral forums, particularly within the United Nations and the OIC. Both countries continue to explore new opportunities in investment, agriculture, information technology, renewable energy, tourism, and cultural cooperation.

The Ambassador-designate of the Kingdom of Morocco to Pakistan, H.E. Amine Chabi, has expressed his commitment to further strengthening bilateral relations and expanding cooperation across diverse sectors, reflecting the shared aspirations of both nations for deeper engagement and mutual prosperity.

As Morocco celebrates its National Day, it does so not merely by commemorating a date, but by honoring more than twelve centuries of civilization, resilience, and statehood. The Kingdom's remarkable journey—from ancient dynasties and the struggle for independence to becoming a modern constitutional monarchy—demonstrates how history, visionary leadership, and institutional continuity can shape a nation's future.

In an era marked by geopolitical uncertainty and rapid global transformation, Morocco offers an enduring lesson: that stability, national cohesion, cultural confidence, and forward-looking leadership remain among the strongest foundations upon which nations build sustainable development and international respect. مراکش کا قومی دن: ایک ہزار سالہ شاہی روایت، آزادی کی جدوجہد اور جدید ریاست کا سفر

ہر قوم کی تاریخ میں کچھ ایسے دن ہوتے ہیں جو صرف تقویم کی تاریخیں نہیں بلکہ قومی شناخت، آزادی، خودمختاری اور تہذیبی تسلسل کی علامت بن جاتے ہیں۔ مملکتِ مراکش کا قومی دن (National Day) بھی ایسی ہی ایک تاریخی یادگار ہے، جو ہر سال 30 جولائی کو "تھرون ڈے" (Throne Day) کے طور پر منایا جاتا ہے۔ یہ دن 1999ء میں شاہ محمد ششم کی تخت نشینی کی یاد میں منایا جاتا ہے اور آج مراکش کی سب سے بڑی قومی تقریب کی حیثیت رکھتا ہے۔ دنیا بھر میں مراکش کے سفارت خانے اسی موقع پر سرکاری استقبالیے منعقد کرتے ہیں، جن میں سفارت کار، حکومتی شخصیات، کاروباری رہنما، دانشور اور مختلف ممالک کے نمائندے شریک ہوتے ہیں۔

مراکش کی تاریخ بارہ صدیوں سے بھی زیادہ پرانی ہے۔ آٹھویں صدی عیسوی میں ادریس اول نے 788ء میں پہلی آزاد اسلامی مراکشی ریاست کی بنیاد رکھی، جس کے بعد المراوی، الموحد، مرینی، سعدی اور موجودہ علوی (Alaouite) شاہی خاندان نے اس سرزمین پر حکومت کی۔ موجودہ شاہی خاندان سترہویں صدی سے اقتدار میں ہے اور اسے دنیا کے قدیم ترین مسلسل حکمران شاہی خاندانوں میں شمار کیا جاتا ہے۔

جدید مراکش کی تاریخ کا سب سے اہم باب بیسویں صدی میں رقم ہوا، جب 1912ء میں یہ ملک فرانسیسی محافظ ریاست (Protectorate) بن گیا، جبکہ شمالی علاقوں پر اسپین کا کنٹرول قائم رہا۔ نوآبادیاتی دور کے خلاف عوامی مزاحمت، قومی تحریک اور سلطان محمد پنجم کی غیر معمولی قیادت نے آزادی کی جدوجہد کو نئی قوت بخشی۔ 1953ء میں فرانسیسی حکام نے سلطان محمد پنجم کو جلاوطن کر دیا، مگر اس فیصلے نے پورے مراکش میں ایک زبردست عوامی تحریک کو جنم دیا، جس نے آزادی کی جدوجہد کو فیصلہ کن مرحلے میں داخل کر دیا۔ بالآخر 2 مارچ 1956ء کو مراکش نے فرانس سے آزادی حاصل کی، جبکہ بعد میں اسپین نے بھی اپنے بیشتر زیرِ انتظام علاقے مراکش کے حوالے کر دیے۔

اسی تاریخی پس منظر میں 18 نومبر کو مراکش میں یومِ آزادی منایا جاتا ہے۔ یہ دن سلطان محمد پنجم کی وطن واپسی، قومی مزاحمت کی کامیابی اور آزادی کی جدوجہد کی تکمیل کی یاد دلاتا ہے۔ شاہ محمد پنجم کو بجا طور پر جدید مراکش کا معمار قرار دیا جاتا ہے، کیونکہ انہوں نے آزاد مراکش کے ریاستی اداروں اور قومی وحدت کی بنیاد رکھی۔

آج مراکش ایک آئینی بادشاہت (Constitutional Monarchy) ہے، جہاں منتخب پارلیمنٹ اور حکومت کام کرتی ہے، جبکہ بادشاہ ریاست کے سربراہ، مسلح افواج کے سپریم کمانڈر اور قومی اتحاد کی علامت ہیں۔ شاہ محمد ششم کی قیادت میں مراکش نے بنیادی ڈھانچے، بندرگاہوں، تیز رفتار ریل، قابلِ تجدید توانائی، آٹوموبائل صنعت، سیاحت اور افریقی تجارت کے شعبوں میں نمایاں ترقی کی ہے، جس کے باعث اسے شمالی افریقہ کی نسبتاً مستحکم اور متنوع معیشتوں میں شمار کیا جاتا ہے۔

مراکش کی خارجہ پالیسی بھی اس کی تاریخی حیثیت کی عکاس ہے۔ یورپ، افریقہ، عرب دنیا اور بحرِ اوقیانوس کے سنگم پر واقع ہونے کی وجہ سے یہ ملک بین الاقوامی تجارت، سفارت کاری اور علاقائی تعاون میں اہم کردار ادا کرتا ہے۔ اقوام متحدہ، اسلامی تعاون تنظیم (OIC)، عرب لیگ اور افریقی یونین میں اس کی فعال شرکت اس کی عالمی اہمیت کو مزید اجاگر کرتی ہے۔

پاکستان اور مراکش کے تعلقات بھی برادرانہ احترام اور باہمی اعتماد پر استوار ہیں۔ پاکستان نے مراکش کی آزادی کے بعد فوری طور پر سفارتی تعلقات قائم کیے، اور دونوں ممالک گزشتہ سات دہائیوں سے اقوام متحدہ اور اسلامی تعاون تنظیم سمیت مختلف بین الاقوامی فورمز پر ایک دوسرے کے ساتھ تعاون کرتے آ رہے ہیں۔ حالیہ برسوں میں دفاع، زراعت، تجارت، تعلیم، سیاحت اور سرمایہ کاری کے شعبوں میں دوطرفہ تعاون میں مزید پیش رفت دیکھنے میں آئی ہے۔ (PID)

مراکش کا قومی دن دراصل ایک ایسی تہذیب کی علامت ہے جس نے نوآبادیاتی دور کی آزمائشوں، آزادی کی جدوجہد، تاریخی شاہی روایت اور جدید ریاستی اصلاحات کو ایک قومی بیانیے میں سمو دیا ہے۔ یہی وجہ ہے کہ 30 جولائی صرف ایک سرکاری تقریب نہیں بلکہ ریاست، عوام اور شاہی ادارے کے درمیان اعتماد، تسلسل اور قومی وحدت کے مضبوط رشتے کی تجدید کا دن بھی ہے۔

ایک ایسے دور میں جب دنیا سیاسی عدم استحکام، علاقائی تنازعات اور معاشی غیر یقینی صورتحال سے گزر رہی ہے، مراکش کی تاریخ یہ پیغام دیتی ہے کہ مضبوط قومی ادارے، تاریخی شعور، ثقافتی شناخت اور تدبر پر مبنی قیادت کسی بھی قوم کی پائیدار ترقی اور استحکام کی بنیاد بن سکتی ہے۔ یہی وہ پہلو ہے جو مملکتِ مراکش کو افریقہ، عرب دنیا اور بین الاقوامی برادری میں ایک ممتاز مقام عطا کرتا ہے۔

تاریخ گواہ ہے کہ ہر صنعتی انقلاب کسی نہ کسی بنیادی وسیلے کے گرد گھومتا رہا ہے۔ پہلی صنعتی انقلاب کی بنیاد کوئلہ بنا، بیسویں صدی میں تیل نے عالمی سیاست اور معیشت کی سمت متعین کی، لیکن اکیسویں صدی میں دنیا کی سب سے قیمتی دولت نہ زمین سے نکلتی ہے اور نہ ہی سمندروں سے حاصل ہوتی ہے۔ آج کی اصل طاقت ڈیٹا، مصنوعی ذہانت (Artificial Intelligence)، کلاؤڈ کمپیوٹنگ اور کمپیوٹنگ پاور ہے۔ جو قومیں اپنے ڈیٹا کو محفوظ رکھنے، اس پر تحقیق کرنے اور اسے نئی ٹیکنالوجی میں تبدیل کرنے کی صلاحیت حاصل کر لیں گی، مستقبل کی عالمی قیادت بھی انہی کے ہاتھ میں ہوگی۔

ایسے دور میں پاکستان کے سب سے بڑے AI Cloud اور Data Center "SKY47 Karakoram One" کا افتتاح محض ایک نئی عمارت کا افتتاح نہیں بلکہ ملک کے ڈیجیٹل مستقبل کی سمت متعین کرنے والا ایک اہم سنگ میل ہے۔ جدید ڈیٹا سینٹر دراصل کسی بھی ملک کی ڈیجیٹل ریڑھ کی ہڈی ہوتے ہیں۔ سرکاری ریکارڈ، بینکنگ نظام، ہسپتال، جامعات، ای کامرس، مصنوعی ذہانت، سائبر سکیورٹی اور کلاؤڈ سروسز سب کا انحصار انہی مراکز پر ہوتا ہے۔ اگر ڈیٹا سینٹر نہ ہوں تو مصنوعی ذہانت صرف ایک تصور رہ جاتی ہے، حقیقت نہیں بنتی۔

افتتاحی تقریب میں پیش کیے گئے اعداد و شمار کے مطابق دنیا بھر میں اس وقت بارہ ہزار سے زائد ڈیٹا سینٹرز فعال ہیں، جبکہ پاکستان میں ان کی تعداد صرف بائیس ہے۔ یہ فرق صرف ایک عددی حقیقت نہیں بلکہ ترقی یافتہ اور ترقی پذیر معیشتوں کے درمیان موجود ڈیجیٹل فاصلے کی نشاندہی کرتا ہے۔ امریکہ، چین، جاپان، جرمنی، سنگاپور، متحدہ عرب امارات اور سعودی عرب اربوں ڈالر کی سرمایہ کاری کے ذریعے جدید AI ڈیٹا سینٹرز تعمیر کر رہے ہیں، کیونکہ انہیں بخوبی اندازہ ہے کہ آنے والی دہائیوں میں معاشی برتری، قومی سلامتی اور عالمی اثرورسوخ کا انحصار ڈیجیٹل انفراسٹرکچر پر ہوگا۔

پاکستان کے لیے SKY47 Karakoram One اس لیے اہم ہے کہ یہ ملک میں ڈیجیٹل خودمختاری کی بنیاد رکھنے کی صلاحیت رکھتا ہے۔ اس کے ذریعے حساس سرکاری اور تجارتی معلومات ملک کے اندر محفوظ رکھی جا سکیں گی، غیر ملکی کلاؤڈ کمپنیوں پر انحصار کم ہوگا، جامعات اور تحقیقی اداروں کو جدید کمپیوٹنگ سہولیات میسر آئیں گی، مقامی AI اسٹارٹ اپس کو نئی رفتار ملے گی، جبکہ ای کامرس، فِن ٹیک، ڈیجیٹل گورننس اور سافٹ ویئر برآمدات کے لیے مضبوط بنیاد فراہم ہوگی۔ یہ منصوبہ پاکستان کو صرف ٹیکنالوجی استعمال کرنے والا ملک نہیں بلکہ مستقبل میں ٹیکنالوجی تخلیق کرنے والی ریاست بنانے کی صلاحیت رکھتا ہے۔

وزیراعظم محمد شہباز شریف اور چیف آف آرمی سٹاف و چیف آف ڈیفنس فورسز فیلڈ مارشل سید عاصم منیر کی مشترکہ موجودگی میں اس منصوبے کا افتتاح اس حقیقت کی عکاسی کرتا ہے کہ پاکستان کی سیاسی اور عسکری قیادت اب ڈیجیٹل انفراسٹرکچر کو محض معاشی ترقی کا ذریعہ نہیں بلکہ قومی سلامتی کے ایک بنیادی ستون کے طور پر دیکھ رہی ہے۔ آج سائبر حملے، ڈیٹا چوری، مصنوعی ذہانت اور ڈیجیٹل جنگیں بین الاقوامی سیاست کی نئی حقیقت ہیں، جہاں محفوظ ڈیٹا اور مضبوط کلاؤڈ انفراسٹرکچر کسی بھی ملک کے دفاعی نظام کا لازمی حصہ بن چکے ہیں۔

تاہم صرف ایک جدید ڈیٹا سینٹر تعمیر کر دینا منزل نہیں بلکہ ایک طویل سفر کا آغاز ہے۔ پاکستان کو اب مصنوعی ذہانت کی تحقیق، سیمی کنڈکٹر ٹیکنالوجی، ہائی پرفارمنس کمپیوٹنگ، سائبر سکیورٹی، ڈیجیٹل تعلیم، اختراعی ماحول اور نوجوان ماہرین کی تربیت پر مسلسل سرمایہ کاری کرنا ہوگی۔ حکومت، جامعات، نجی شعبہ اور صنعت اگر مشترکہ حکمت عملی اختیار کریں تو پاکستان اپنی نوجوان آبادی کو عالمی AI معیشت کی ایک مؤثر قوت میں تبدیل کر سکتا ہے۔

پاکستان کو قدرت نے ایک منفرد موقع دیا ہے۔ ملک کے پاس نوجوان آبادی، تیزی سے ترقی کرتی آئی ٹی صنعت اور جغرافیائی لحاظ سے جنوبی ایشیا، وسطی ایشیا، مشرق وسطیٰ اور چین کے درمیان ایک اہم محلِ وقوع موجود ہے۔ اگر ان تمام صلاحیتوں کو جدید ڈیجیٹل انفراسٹرکچر کے ساتھ جوڑ دیا جائے تو پاکستان خطے میں مصنوعی ذہانت، کلاؤڈ کمپیوٹنگ اور ڈیجیٹل خدمات کا ایک نمایاں مرکز بن سکتا ہے۔

History reminds us that every industrial revolution has been built on a defining resource. Coal powered the first industrial age. Oil shaped the twentieth century. In the twenty-first century, however, the world's most strategic resource is no longer buried beneath the ground—it is generated every second through data. The nations that can store, process, protect, and transform that data into intelligence will shape the future global order.

The inauguration of SKY47 Karakoram One, Pakistan's largest AI Cloud and Data Center, therefore deserves to be viewed as far more than the opening of a technology facility. It represents an opportunity for Pakistan to become an active participant in the emerging global digital economy rather than remaining merely a consumer of foreign technologies.

A modern data center is the foundation of the digital world. Every online payment, government record, hospital database, university research project, cloud application, artificial intelligence model, and cybersecurity operation ultimately depends on secure computing infrastructure. Without powerful data centers, artificial intelligence remains an ambition rather than a practical capability.

According to figures presented during the inauguration, the world now operates more than 12,000 data centers, while Pakistan has only 22. This comparison is not simply a statistic—it reflects the digital gap separating developed and developing economies. Countries including the United States, China, Singapore, Japan, Germany, the United Arab Emirates, and Saudi Arabia are investing billions of dollars in AI infrastructure because they understand that future economic leadership will belong to those who control computing power, cloud platforms, semiconductor technologies, and digital ecosystems.

Artificial intelligence is no longer a futuristic concept. It is already transforming healthcare, banking, education, agriculture, manufacturing, defence, logistics, journalism, and public administration. International studies estimate that AI could contribute trillions of dollars to the global economy over the next decade. The race is therefore no longer about who invents AI alone; it is increasingly about who possesses the infrastructure capable of supporting it.

For Pakistan, SKY47 Karakoram One is significant because it begins addressing one of the country's biggest technological weaknesses: digital infrastructure. A secure national AI cloud can enable government agencies to keep sensitive information within the country, provide researchers and universities with advanced computing resources, support local technology startups, strengthen financial technology services, expand e-commerce, and reduce dependence on foreign cloud providers. Equally important, it can become a cornerstone of Pakistan's digital sovereignty at a time when cyber threats are becoming as serious as conventional security challenges.

The joint inauguration of the project by Prime Minister Muhammad Shehbaz Sharif and Chief of Army Staff & Chief of Defence Forces Field Marshal Syed Asim Munir sends an important strategic message. It reflects an emerging understanding that digital infrastructure is no longer merely an economic asset but an essential pillar of national resilience. In today's world, the protection of data, critical networks, and AI capabilities is increasingly intertwined with economic security and national defence.

Yet the inauguration of a world-class data center should be viewed as the beginning of a much larger journey rather than its destination. Infrastructure alone cannot create a digital superpower. Pakistan must now invest in AI research, semiconductor design, cybersecurity, high-performance computing, digital education, innovation ecosystems, and technology entrepreneurship. Universities, industry, government institutions, and the private sector must work together to create an environment where innovation flourishes and local talent competes globally.

Pakistan also has a unique demographic advantage. With one of the world's youngest populations and a rapidly growing IT sector, the country possesses the human capital needed to participate in the global AI revolution. If these young innovators are provided with access to advanced computing infrastructure, international research partnerships, venture capital, and supportive public policies, Pakistan could emerge as a significant regional technology hub connecting South Asia, Central Asia, the Middle East, and China.

Ultimately, the real significance of SKY47 Karakoram One does not lie in the number of servers it houses or the size of its computing capacity. Its true value lies in the vision it represents. Nations that invest today in artificial intelligence, cloud computing, and digital infrastructure are investing in their future prosperity, security, and global influence. Pakistan now has an opportunity to move beyond importing technology and begin building it.

The digital revolution will not wait for late adopters. If Pakistan matches this infrastructure with visionary policies, sustained investment, and world-class human capital, SKY47 Karakoram One may one day be remembered not merely as the country's largest data center, but as the place where Pakistan's journey toward becoming an AI-powered knowledge economy truly began.

France's National Day: From the Fall of the Bastille to the Fifth Republic

— A Nation Forged by Revolution, Liberty and Democratic Ideals

Every nation celebrates a defining moment in its history—a day that reflects its collective identity and enduring values. For France, that day is 14 July, known internationally as Bastille Day and in France simply as La Fête Nationale. More than a national celebration, it commemorates the triumph of popular sovereignty over absolute monarchy and marks the birth of modern democratic ideals that continue to influence political thought across the world.

Unlike many national days that commemorate independence from foreign rule, France's National Day celebrates an internal transformation—a revolution that fundamentally altered the relationship between the state and its citizens. It reminds the world that nations are not defined solely by their borders but by the principles upon which they are built.

The historical roots of France extend far beyond the Revolution. Long before the emergence of the modern republic, the region was known as Gaul, inhabited by Celtic tribes before being incorporated into the Roman Empire by Julius Caesar. Following the collapse of Roman authority, Clovis I, King of the Franks, united the Frankish tribes in 481 AD, laying the political foundations of what would eventually become France. Over the centuries, successive monarchs strengthened royal authority, transforming France into one of Europe's most powerful kingdoms.

By the seventeenth century, under King Louis XIV, France had become the archetype of absolute monarchy. The splendour of the Palace of Versailles symbolised royal grandeur, yet beneath that magnificence lay profound social inequality. Economic hardship, political exclusion and an unjust taxation system generated widespread public dissatisfaction, while the ideas of the Enlightenment inspired demands for liberty, equality and constitutional government.

The turning point arrived on 14 July 1789, when the people of Paris stormed the Bastille, a medieval fortress that had become the symbol of royal oppression. Although the prison held only a handful of inmates, its capture represented far more than the seizure of a building. It marked the collapse of fear and the emergence of a new political principle: that sovereignty ultimately belongs to the people rather than to a hereditary ruler.

The French Revolution soon produced one of history's most influential political documents—the Declaration of the Rights of Man and of the Citizen. It proclaimed equality before the law, freedom of expression, religious liberty and the principle that political authority derives from the nation. These revolutionary ideals transcended France's borders and profoundly influenced constitutional development in Europe, the Americas and beyond.

The revolutionary era was followed by periods of political turbulence, including the rise of Napoleon Bonaparte, whose military genius reshaped Europe. Although Napoleon crowned himself Emperor, he preserved many revolutionary reforms, most notably the Napoleonic Code, which became one of the world's most influential legal systems and continues to shape civil law traditions across numerous countries.

Throughout the nineteenth and twentieth centuries, France repeatedly reinvented its political institutions. Monarchies, empires and republics alternated until the establishment of the Fifth Republic in 1958 under General Charles de Gaulle. The modern French constitutional system successfully combines a directly elected President with a parliamentary government, creating one of the most stable semi-presidential democracies in the contemporary world.

Today, France is far more than a European nation. As a founding member of the European Union, a permanent member of the United Nations Security Council, a nuclear power and a leading voice in international diplomacy, France continues to shape debates on global security, climate change, human rights and multilateral cooperation. Paris is also home to UNESCO and several other influential international organisations, reinforcing France's position as one of the world's principal centres of diplomacy, culture and intellectual exchange.

France's National Day reflects this remarkable historical journey. Military parades along the Champs-Élysées, spectacular fireworks at the Eiffel Tower and nationwide celebrations are not merely ceremonial traditions; they are public affirmations of the Republic's enduring values of Liberty, Equality and Fraternity. These ideals remain embedded in the French Constitution and continue to define the country's national identity.

For scholars, diplomats and historians, Bastille Day represents more than a remembrance of the past. It is a reminder that political institutions must evolve with society, that democratic legitimacy is strengthened through constitutional reform, and that national unity ultimately depends upon justice, citizenship and the rule of law.

More than two centuries after the Revolution, France remains a compelling example of how a nation can transform itself through ideas as much as through events. Its National Day is therefore not only a celebration of French history but also a universal tribute to the enduring human aspiration for freedom, dignity and democratic governance.

دنیا کی ہر قوم اپنی تاریخ کے کسی ایسے دن کو قومی دن کے طور پر مناتی ہے جو اس کی اجتماعی شناخت، قومی شعور اور تاریخی جدوجہد کی علامت ہو۔ فرانس کے لیے یہ دن 14 جولائی ہے، جسے دنیا بھر میں باسٹیل ڈے (Bastille Day) جبکہ فرانس میں لا فیت ناسیونال (La Fête Nationale) کے نام سے جانا جاتا ہے۔ یہ صرف ایک قومی تہوار نہیں بلکہ انسانی آزادی، جمہوریت، مساوات اور عوامی حاکمیت کی ایسی داستان ہے جس نے نہ صرف فرانس بلکہ پوری دنیا کی سیاسی فکر کو نئی سمت عطا کی۔

بہت سے ممالک کے قومی دن بیرونی استعمار سے آزادی کی یاد دلاتے ہیں، مگر فرانس کا قومی دن ایک داخلی انقلاب کی یادگار ہے۔ یہ وہ دن ہے جب ایک قوم نے بادشاہت کی مطلق العنان طاقت کو چیلنج کرتے ہوئے اعلان کیا کہ ریاست کی اصل قوت عوام ہیں، نہ کہ تخت و تاج۔

فرانس کی تاریخ انقلاب سے کہیں زیادہ قدیم ہے۔ موجودہ فرانس کا علاقہ کبھی گال (Gaul) کہلاتا تھا، جہاں کیلٹک قبائل آباد تھے۔ پہلی صدی قبل مسیح میں رومی جرنیل جولیس سیزر نے اس خطے کو رومی سلطنت میں شامل کیا، جس کے نتیجے میں یہاں قانون، نظمِ حکومت، تعمیرات اور شہری تہذیب کی مضبوط بنیادیں قائم ہوئیں۔ رومی سلطنت کے زوال کے بعد پانچویں صدی عیسوی میں کلووس اول نے فرینک قبائل کو متحد کرکے ایک ایسی سلطنت قائم کی جسے جدید فرانس کی بنیاد تصور کیا جاتا ہے۔

صدیوں تک فرانس یورپ کی طاقتور ترین بادشاہتوں میں شمار ہوتا رہا۔ سترہویں صدی میں لوئی چہاردہم کے دور میں شاہی اقتدار اپنی انتہا کو پہنچ گیا۔ محلِ ورسائی شاہی عظمت کی علامت تھا، مگر اس چمک دمک کے پیچھے عام عوام غربت، بھاری ٹیکسوں، معاشی بدحالی اور سیاسی محرومی کا شکار تھے۔ اسی دوران یورپ میں روشن خیالی (Enlightenment) کی تحریک نے آزادی، مساوات، قانون کی حکمرانی اور عوامی حاکمیت جیسے نظریات کو جنم دیا، جنہوں نے فرانسیسی معاشرے میں ایک فکری انقلاب برپا کر دیا۔

14 جولائی 1789ء کو پیرس کے عوام نے باستیل نامی قلعہ نما جیل پر حملہ کر دیا۔ اگرچہ اس وقت وہاں صرف چند قیدی موجود تھے، لیکن یہ قلعہ شاہی جبر اور مطلق العنان حکومت کی علامت سمجھا جاتا تھا۔ باستیل کا سقوط اس حقیقت کا اعلان تھا کہ عوام اب خوف کی زنجیریں توڑ چکے ہیں اور اقتدار کا سرچشمہ صرف بادشاہ نہیں بلکہ پوری قوم ہے۔ یہی واقعہ فرانسیسی انقلاب کا نقطۂ آغاز بنا اور آج بھی فرانس اسی دن کو اپنے قومی دن کے طور پر مناتا ہے۔

انقلاب کے بعد "اعلانِ حقوقِ انسان و شہری" (Declaration of the Rights of Man and of the Citizen) منظور کیا گیا، جس نے جدید جمہوری ریاست کے بنیادی اصول متعین کیے۔ اس تاریخی دستاویز نے یہ تصور پیش کیا کہ تمام شہری قانون کی نظر میں برابر ہیں، اظہارِ رائے اور مذہبی آزادی بنیادی حقوق ہیں، اور اقتدار کا اصل سرچشمہ عوام ہیں۔ بعد ازاں یہی اصول دنیا کے متعدد آئینوں اور بین الاقوامی انسانی حقوق کے نظریات کی بنیاد بنے۔

اگرچہ انقلاب کے بعد فرانس سیاسی اتار چڑھاؤ کا شکار رہا، لیکن اسی ماحول سے نپولین بوناپارٹ ابھر کر سامنے آئے۔ انہوں نے سلطنت قائم کی، مگر ساتھ ہی نپولین کوڈ کے ذریعے قانون، انصاف اور انتظامی اصلاحات کی ایسی بنیاد رکھی جو آج بھی دنیا کے کئی ممالک کے قانونی نظام پر اثرانداز ہے۔ اس کے بعد فرانس نے بادشاہت، سلطنت اور جمہوری ادوار کے مختلف تجربات سے گزرتے ہوئے بالآخر 1958ء میں جنرل شارل ڈیگال کی قیادت میں پانچویں جمہوریہ قائم کی، جو آج تک قائم ہے۔

آج کا فرانس ایک مضبوط نیم صدارتی جمہوریہ، یورپی یونین کا بانی رکن، اقوام متحدہ کی سلامتی کونسل کا مستقل رکن، ایٹمی طاقت اور عالمی سفارت کاری کا اہم مرکز ہے۔ پیرس صرف فرانس کا دارالحکومت نہیں بلکہ یونیسکو (UNESCO) سمیت متعدد بین الاقوامی اداروں کا مرکز بھی ہے، جہاں تعلیم، ثقافت، سائنس اور عالمی تعاون سے متعلق اہم فیصلے کیے جاتے ہیں۔ اس حیثیت نے فرانس کو عالمی حکمرانی (Global Governance) اور کثیرالجہتی سفارت کاری (Multilateral Diplomacy) میں ایک نمایاں مقام عطا کیا ہے۔

ہر سال 14 جولائی کو پیرس کے شانزے لیزے (Champs-Élysées) پر شاندار فوجی پریڈ، ایفل ٹاور کے سائے میں آتش بازی، ثقافتی تقریبات اور عوامی جشن اس بات کا اظہار ہوتے ہیں کہ فرانسیسی قوم آج بھی اپنے انقلابی نصب العین "آزادی، مساوات اور اخوت" (Liberté, Égalité, Fraternité) کو اپنی قومی شناخت کا بنیادی ستون سمجھتی ہے۔

فرانس کا قومی دن ہمیں یہ بھی یاد دلاتا ہے کہ قومیں صرف جغرافیے سے نہیں بلکہ نظریات، آئینی ارتقا، مضبوط اداروں اور عوامی شعور سے عظیم بنتی ہیں۔ فرانسیسی انقلاب نے یہ ثابت کیا کہ طاقت کا حقیقی سرچشمہ عوام ہوتے ہیں، جبکہ پائیدار ریاستیں انصاف، قانون کی حکمرانی اور آئینی بالادستی پر استوار ہوتی ہیں۔

دو صدیوں سے زیادہ عرصہ گزرنے کے باوجود 14 جولائی صرف فرانس کی تاریخ کا ایک باب نہیں بلکہ پوری انسانیت کے لیے اس امید کی علامت ہے کہ آزادی، وقار، انصاف اور جمہوریت کے اصول وقت گزرنے کے ساتھ مزید مضبوط ہوتے ہیں۔ یہی وہ پیغام ہے جو فرانس کے قومی دن کو ایک ملکی تقریب سے بڑھ کر عالمی جمہوری شعور کی علامت بنا دیتا ہے۔
